- Description
- The purpose of this Special Notice�is to obtain the below three (3) Nighthawk handheld backscatter x-ray devices with three (3) configurations. The U.S. Coast Guard CGCIS preserves the operational integrity of the Coast Guard through proactive counterintelligence activities conducted to identify, deceive, exploit, and disrupt intelligence collection by Foreign Intelligence Entities, internal criminal organizations, and other foreign adversaries. A variety of state and non-state actors have demonstrated the capacity and willingness to target US Government critical infrastructure. In conjunction with our interagency partners, CGCIS must possess the current state of the art capability to discover, analyze, and investigate radio frequency signals and anomalies.� This purchase will allow the program to maintain state of the art capabilities to counter technical threats targeting the Coast Guard. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented�by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industrial Classification System (NAICS) code for this procurement is 334511.� �This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
