Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; RFQ are being requested and a written solicitation will not be issued.� Department of Homeland Security, Immigration and Customs Enforcement is requesting a quotation to provide daily freshly prepared box meals for the detainees at ICE/ERO San Francisco, CA staging location. See attached RFQ 70CDCR20Q00000009 Standard Form (SF) 18 for a list of line item numbers, the description of article, quantity per year and unit of measure, for base year plus four (4) optional years and six (6) month extension under FAR 52.217-8.� Contractors shall be able to meet the Government requirements in accordance with Attachment I � Statement of Work (SOW). This requirement is for freshly prepared box meals that will be delivered on Monday through Friday. The quoter shall submit the following for consideration: Meet the Meal Description and Packaging Requirements Storage and Delivery Schedule Quality Assurance Vendor (s) responding to this request must: Be registered in the System for Award Management (SAM) Read the Statement of Work (SOW) and provide questions timely to the point of contract (POC) Reference solicitation number 70CDCR20Q00000009 on all correspondences pertaining to this solicitation. Provide quotes for the combined solicitation/synopsis in accordance with the SOW and the CLIN structure listed on SF-18 Request for Quotes Items total price for the base plus four optional years, and 6-month extension each Contract Line Item Number (CLIN). Quotes from responsible sources must be submitted timely to be considered. Release of Information: The Contractor shall not disclose, advertise, or release information about this contract to any individual or organization without prior written approval from the Contracting Officer. Evaluation Criteria This requirement will be evaluated for technical sufficiency and award will be made to the Vendor with the lowest priced technically acceptable quote. The Government intends to award a firm-fixed price (FFP) contract and reserves the right to award without discussions. If it is determined that none of the quotes received are technically acceptable the Government, no award will be issued against this solicitation and the Government will not be liable for any bid or quote costs. All quotes received in response to the RFQ will be ranked by the total proposed price from lowest to highest. The Government will first identify the lowest evaluated price quote and evaluate it for technical acceptability in accordance with the technical evaluation factors listed in the RFQ. If the lowest-priced quote is deemed technically acceptable, an award will be made to that Vendor based on their quote. If the quote is deemed unacceptable, based on the evaluation of technical factors, the next lowest priced quote will be evaluated for technical acceptability Once the least expensive technically acceptable quote has been identified, the Government will cease evaluating quotes. While the Government will strive for maximum objectivity, the technical Acceptable / Unacceptable process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotes. If further information is required, the Contracting Officer may contact the Vendor for clarification. Furthermore, the Government may not issue a purchase order at all, depending on the quality of the Quotes received and the continued existence of the requirement. Evaluation Factors Technical Price Corporate Capability � previous experience or executive summary Technical and past performance, when combined are less significant than price. The following factors shall be used to evaluate offers: (1) ability to meet Government requirements; (2) total price for base plus four optional years and 6 month extension; and 3) Past Performance.
