Description
The Department of Homeland Security (DHS), U.S. Coast Guard (USCG) analyzed the benefits of consolidating eight (8) disparate contracts into one contract for the Infrastructure Managed Services (IMS) requirement. The analysis indicates that consolidation of the eight (8) disparate contracts will result in substantial benefits over a seven (7) year period. The USCG anticipates cost savings of approximately 14-25%, or $104.7-$186.8M, which will be immediately reinvested into the IMS effort. Additionally, the consolidation will benefit from reduced administrative costs and contract duplication through increased efficiencies. Finally, a consolidated IMS effort will stabilize and modernize the current IT infrastructure, bringing new IT capabilities critical to the achievement of a global U.S. military organizations evolving mission requirements. The cost savings and other benefits that will be realized as a result of this consolidated contract outweigh the negative impacts to small businesses. Based on the analysis, The USCG will award two Blanket Purchase Agreements (BPA) to support the IMS effort; the first one (1) will be awarded to an IMS Prime Vendor that is responsible for the IMS requirement as a whole, and the second (2) will be awarded to a General Service Administration (GSA) Contractor Teaming Arrangement (CTA) team member that is responsible for providing end user hardware devices.
