Description
THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 5.2 SYNOPSES OF PROPOSED CONTRACT ACTIONS NAICS: 541990 Estimated Ordering Period/Period of Performance: 5 Years (2020 2025) Response Deadline: 4/10/2020 The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a sole-source contract with the Oregon Department of Fish and Wildlife (ODFW), a State of Oregon agency. The specific work will be performed at the Cole M. Rivers Hatchery and Applegate Fish Trap. USACE owns the Cole M. Rivers Fish Hatchery, which produces several salmonid stocks to aid in meeting mitigation obligations for Lost Creek and Applegate Dams. ODFW will provide operations and maintenance services at this facility, releasing fish into the Rogue River Basin to meet mitigation obligations for William L. Jess (Lost Creek) and Applegate Dams. Operation services at the Cole M. Rivers Fish Hatchery have been, most recently, performed by ODFW as a contract between NWP and ODFW. The Government shall provide: The entire Cole M. Rivers Fish Hatchery, including all land, buildings, structures, permanently affixed (bolted down or similar) equipment. ODFW shall provide: All personnel, tools, materials, vehicles, supervision and other items and services necessary to operate and maintain the hatchery according to the performance work statement and the applicable Hatchery Genetic Management Plan; Production for approximately 64,350 (14,300 pounds) summer steelhead smolts for release into the Rouge River at approximately 4.5 fish per pound in April; Production for approximately 114,800 (28,700 pounds) winter steelhead smolts for release into the Rogue and Applegate Rivers at approximately 4 fish per pound in April; Production for approximately 2,367,000 (263,000 pounds) spring Chinook smolts for release into the Rogue River at various sizes from March to October; Production for approximately 30,000 (3,000 pounds) coho smolts for release into the Rogue and Applegate Rivers at approximately 10 fish per pound in April; Production for approximately 213,256 (56,120 pounds) trout for release into the Rogue and Applegate Rivers at approximately 3.5 fish per pounds from July to October; Fish health monitoring and sub-sampling examinations by a fish health specialist or licensed veterinarian, in accordance with the State of Oregon Fish Health Management Policy; Coded wire tag and adipose fin clipping equipment to insert approximately 200,000 coded wire tags and adipose fin clip approximately 2,500,000 juvenile fish prior to release. ODFW will provide routine maintenance services defined as, any maintenance that will not materially increase the value or useful life of a capital asset. Quarterly reports for each hatchery will be provided to the Government, by delivery to the COR, that details hatchery production and maintenance. REASON FOR SOLE SOURCE ACQUISITION: The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only One Responsible Source and No Other Services Will Satisfy requirements. Cole M. Rivers hatchery possesses a unique situation that requires a sole source contract with ODFW to operate this hatchery. There are several interdependent components of these hatchery operations that, in aggregate, necessitate a sole source contract. Firstly, ODFW is the only known owner and operator of an automated mobile fish marking and tagging facility (trailer) with the ability to mark (adipose-fin clip) and tag (coded wire tag) millions of fish, each year. This mobile fish marking and tagging facility is critical to aquaculture activities. After conducting market research, no other contractors with available marking and tagging trailers were found. Secondly, the hatchery operator must continually monitor the health of fish from the egg stage to time of release. Fish that show signs of distress or sickness must be quickly attended to by the hatchery operator with immediate assistance and direction from the health specialist. This type of direct interaction between the health specialist and hatchery operator can only be achieved through a contractor providing fish health services internally, or by using a subcontractor. In sum, fish hatchery operations, fish health services, marking and tagging are inextricably linked due to the timely coordination and direction required between the three tasks. This type of direct interplay between all three components of hatchery operations can only be achieved through one contractor, under one contract. Therefore, the requirement, to produce and release a specific number/type of healthy and properly identified fish, can only be fulfilled through a sole source contract with ODFW. *BUSINESSES THAT HAVE ALREADY PROVIDED A CAPABILITY STATEMENT FOR THIS REQUIREMENT NEED NOT RESPOND. **NO PHONE INQUIRIES, PLEASE. ***A SOLICITATION WILL NOT BE POSTED CAPABILITY STATEMENT SUBMISSION REQUIREMENTS Point of Contact name, email address and phone number, CAGE code and DUNS number (if available); In the event that the organization is a small business, please state the category of small business, such as 8(a), HUBZone, SDVOSB/VOSB, Women-Owned Small Business; Evaluation factors are based on capabilities demonstrating/describing: that skills, equipment and personnel required to perform the specified type of services are available, or can become available, upon contract award, including juvenile and adult transportation equipment for transfer between Cole Rivers and Applegate facilities, and proven marking and tagging equipment that provides an adipose fin clipping rate of at least 99% and coded wire tag retention rate of at least 97% while maintaining a mortality rate of less than 1% for the tagging groups listed above; Recent and relevant experience providing routine maintenance services at fish hatcheries; Examples of recent and relevant aquaculture and hatchery management experience specific to the species and quantities listed above within the last three (3) years; Examples of recent and relevant experience, within the last three (3) years, coordinating with other agencies regarding hatchery operations. Highlight any experience working with the Oregon Department of Fish and Wildlife (ODFW) and National Marine Fisheries Service (NMFS); Relevant experience complying with Biological Opinions and Hatchery Genetic Management Plans.
