- This is a market survey to identify whether there are any sources of supply (manufacturers or suppliers) other than the original equipment manufacturers and the approved source(s) of Supply, have capability to supply NSN 5895-01-349-8108, P/N A3106254-1, Keyboard, Data Entry and NSN 5595-01-371-0450, Part Number (P/N) A3106254-2, Keyboard, Data Entry. The two NSNs being procured are critical application, high reliability, electroluminescent panel and keyboard assemblies designed solely for use with the Airborne SINCGARS Radio RT-1476A/ARC-201A(V) and Radio Control Set C-11466A/ARC-201A(V). These systems are designed to maintain full operational capability in a nuclear environment, to include withstanding free field electromagnetic pulses. The Government does not possess a complete Technical Data Package (TDP) for manufacture of these parts and only possesses a Source Control Drawing (SCD). SCD A3106254, Revision H, dated 01 October 2010, does not contain all of the detailed technical data necessary to manufacture these two NSNs. Additionally, only the source (S) of supply listed on the SCD are approved by U.S. Army Communications - Electronics Command (CECOM) to manufacture these NSNs for use in the SINCGARS radio system, and substitute items shall not be used without prior approval by U.S. Army CECOM. �In other words, if the prospective supplier is not listed as an approved source on the SCD, DoD should not procure the items from that supplier. Bowmar LLC, (CAGE Code 99479) and CMC Electronics Inc. (CAGE Code 90073), are identified as the approved sources on the applicable Source Control Drawing (SCD) for these parts. SCD A3106254, Revision H, dated 01 October 2010 can be released upon request.� This drawing is subject to the International Traffic in Arms Regulations (ITAR).� This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State.� Interested source wishing to request for this drawing must demonstrate that your company has an active status in the Defense Logistics Agency Joint Certification Program (JCP) when submitting request to the Government Point of Contract. Interested sources that are capable of manufacturing or supplying the items specified above must submit enough information to demonstrate their capability to manufacture or supply these items.� If the supplier was a vendor to the listed source, please submit a copy of purchasing order or a statement from listed source demonstrating that the supplier can, in fact, supply the Army with a unit that will be physically and functionally interchangeable and interoperable with the existing with the Airborne SINCGARS Radio RT-1476A/ARC-201A(V) and Radio Control Set C-11466A/ARC-201A(V).� If the supplier was an approved source for these items by L3Harris Technologies, Inc., the Original Equipment Manufacturer (OEM) of the Airborne SINCGARS Radio RT-1476A/ARC-201A(V) and Radio Control Set C-11466A/ARC-201A(V), please submit a statement from the OEM demonstrating the supplier is an approved source for these items.� If the prospective supplier would like to become an approved source for these items, please submit enough information to include but is not limited to the following types of documentation: drawing, test results and test procedures for these items demonstrating the prospective supplier�s capability of supplying these items.� The Government will evaluate the submissions. �In additional, please provide the responses to the questionnaire attached to this posting.� The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas.
