Description
Contract Closeout Support Services � THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Notice (SSN) as a means of conducting market research to determine the availability of potential qualified vendors with the capability to provide onsite, administrative, contract close out and financial support services. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. � 8(a) Small business firms are invited to submit a response.� Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested.� Submission of additional materials such as glossy brochures or videos is discouraged. THERE IS NO SOLICITATION AT THIS TIME.� This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.� The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities. Questions will not be responded to. � Background � The U.S. Nuclear Regulatory Commission (�NRC� or �the Agency�) was established by the Energy Reorganization Act of 1974 and began operations in 1975.� The NRC was established to regulate the civilian use of nuclear materials for commercial, industrial, academic, and medical uses in order to protect public health and safety and the environment and promote the common defense and security. NRC�s Acquisition Management Division (AMD) is responsible for the acquisition of supplies and services in support of the NRC�s duties and responsibilities to meet mission requirements.� AMD staff negotiates, awards, administers and closes out all acquisitions (contracts, purchase orders, delivery orders, task orders, and interagency agreements) and financial assistance instruments (grants and cooperative agreements) on behalf of the NRC.� Capability Sought � The NRC is seeking to identify commercial 8(a) organizations with proven capabilities of providing support to continue to execute its contract close out services.� The objective of this requirement is to provide non-personal contract close out support services to the NRC. The NRC requires contractor assistance to provide contract close out support services in terms of performing commercial contract, interagency agreement and grant closeout activities. These services will include close-out tasks related to contracts, purchase orders, delivery/task orders, interagency agreements, and grants. � In addition to closeout activities, this contractor will be expected to assist with contract data validation and oversight activities within the acquisition management system. The specific capabilities the NRC is looking for include:� Contract Close-out: This includes but is not limited to such contract close out tasks as, reconciliation of supporting documents such as invoices, and review of final rate documents for all types of commercial contracts (firm fixed price, time & materials, labor hours and cost reimbursement), interagency agreements, grants and financial assistance awards. Cost reimbursement Contract Close outs: �contracts tasks may include: assisting Cognizant Officer Representatives (CORs) with closeout process and appropriate documentation, uploading closeout documents in electronic file, performing desk audits, technical acceptance and performance evaluation, requesting contractor close out documents, payment histories, funding resolution and financial reconciliation, determination of final indirect cost rates, determining security classification, letter/email to the contractor, memo to program office, preparing of final closeout modification, contract completion statement, necessary steps to close the contract in all NRC contracting and financial systems. Data validation: Experience reviewing acquisition data to determine if that data is accurate and complete, providing a written summary of the results of these reviews. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE � If your organization has the capacity to perform, as a contractor, for the services described in this notice, then please respond to this notice and provide written responses to the following information (no more than 5 pages).�� Please do not include any proprietary or otherwise sensitive information in the response, and do not submit a proposal.� Proposals submitted in response to this notice will not be considered.� 1. Geographic restriction is anticipated, if responding organizations are located outside the Washington Metropolitan area (Maryland, Virginia, and the District of Columbia), indicate how the organization would coordinate with the NRC program office located in Rockville, Maryland to provide the services. 7. Personal Security Clearance � All personnel performing under this contract shall possess a SECRET (L) level security clearance. Interim clearances are acceptable. Demonstrate ability to obtain security clearances at the time of contract award or within 45 days for all personnel expected to provide support 8.��� Past Performance:� Describe your organizations past performance in the areas ��described above under the sections Capabilities Being Sought.� Please indicate your organization's role (prime contractor, first tier subcontractor, and/or supplier) in related contracts.� Please also provide the contract number, contract type, customer name, address and point of contact phone number and email address, contract value, detailed description of supplies and services included in the scope of that contract, period of performance (for services) or delivery date (for products), and any other relevant information. Interested organizations responding to this Sources Sought response must be submitted electronically, via e-mail, to Filza Hall, at filza.hall@nrc.gov either MS Word or Adobe Portable Document Format (PDF), by �April 10th, 2020 at 1:00 PM EST. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities. Questions will not be responded to.
