- Description
- The U.S. Department of Energy (DOE), Richland Operations Office (RL), intends to extend the Mission Support Contract (MSC) with Mission Support Alliance, LLC (MSA) to furnish safe, compliant, cost-effective and energy-efficient services to further the DOE-RL mission to continue site infrastructure and services for the Hanford Site during transition to the new Hanford Mission Essential Services Contract (HMESC) Contractor. The proposed contract extension is for six months from May 26, 2020, through November 25, 2020, with a six-month option. If the option is exercised it would extend the contract to May 25, 2021. The estimated value of the extension, including the six month option, is $550 million (six month base is $275 million and six month option period is $275 million) based on available funding. Services at the Hanford Site as listed below are contemplated as part of the contract extension. Mission Support Services for the Hanford Site include five primary functions: 1)�Safety, Security, and Environment, 2)�Site Infrastructure and Utilities, 3)�Site Business Management, 4)�Information Resources/Content Management, and 5)�Portfolio Management. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) 6.302, ""Circumstances permitting other than full and open competition."" The statutory authority permitting other than full and open competition is the Competition in Contracting Act (41 U.S.C. 253(c)(l)), implemented under FAR 6.302-l(a), which authorizes other than full and open competition when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. The present contract with MSA is due to expire on May 25, 2020. On January 13, 2020, DOE was notified by the Government Accounting Office (GAO) that the award of the HMESC was protested. In accordance with FAR 33.104(c), the GAO has 100 days from the date of the filing to review the protest and issue a recommendation. The proposed contract extension will allow the aforementioned activities to continue at the DOE Hanford Site until completion of the protest and transition to the awardee. MSA, as the incumbent contractor, is the only contractor who has the unique qualifications to continue the necessary activities at the DOE Hanford Site without a break in service until award is made of the on-going competitive procurement. DOE anticipates disposition of the protest and completion of the contract transition will be completed no later than the 3rd quarter of fiscal year 2021. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS UNDER FAR PART 12, 15, OR AN INVITATION FOR BIDS UNDER FAR PART 14. IF PARTIES CHOOSE TO RESPOND, ANY COST ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF DAT A OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT. Interested parties believing they have all of the capabilities may submit capability statements to provide all of the services, including a demonstration of the ability to meet all of the needs identified above within the required timeframes. The capabilities statement describing and demonstrating the above shall be submitted within 15 days of publication of this notice to the following address: U.S. Department of Energy, Richland Operations Office, P.O. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
