- Washington Headquarters Services Acquisition Directorate (WHS/AD) on behalf of the Office of the Undersecretary of Defense for Research and Engineering OUSD (R&E) in the near future intends to post a solicitation for the Research and Engineering Technical Services Indefinite Delivery Indefinite Quantity (RETS IDIQ). OUSD(R&E) is the Chief Technology Officer fostering technological dominance across the Department of Defense and ensuring the advantage of the American warfighter. The OUSD (R&E) enterprise is composed of the Directorate of Defense Research and Engineering for Advanced Capabilities (AC); the Directorate of Defense Research and Engineering for Research and Technology (RT); the Directorate of Defense Research and Engineering for Modernization (M); and 11 modernization priority areas. The scope of this acquisition is to provide the range of Research, Development, Test & Evaluation (RDT&E) high end technical and engineering services required to assist OUSD (R&E) in accomplishing its mission. WHS/AD intends to establish a Multiple-Award IDIQ upon which one (1) task order will be awarded concurrently.� WHS/AD is looking to establish a pool of at least two (2) IDIQ awardee qualified small businesses under NAICS Code 541715 Research & Development in the Physical, Engineering, and Life Sciences (except Aircraft, Aircraft Engine and Engine Parts)(<1,500 employees) only (applies to IDIQ and the Task Order).� The Period of Performance (POP) for the resultant contracts will be (60) months, not including the potential extension under FAR 52.217-8 Option to Extend Services.� The Government has considered all questions submitted after the Virtual Industry Day on March 03, 2020.� The attached documents along with the forthcoming solicitation should address the majority of questions that were asked.� An additional opportunity to ask questions will be given after the solicitation is posted. One specific question that was asked relates to the ability of Joint Ventures and Mentor/Prot�g� entities being able to propose on the RETS IDIQ.� The Government does not plan to restrict competition beyond setting aside the IDIQ for small business concerns. Attached with this announcement are: IDIQ PWS Task Order 01 PWS Task Order 01 Labor Mix Matrix (additional Level of Effort information may be added to the matrix in the final RFP release) Sample Problems Contract Summaries Template Information Past Performance Questionnaire Regarding Past Performance: Attached questionnaire intends to provide potential offerors an idea of the types of information that the Government will seek from the offerors.� Specific instructions on how and when to submit completed questionnaires will be provided when the solicitation is released. Offeror shall demonstrate the quality of the Offeror�s past performance for services either identical or similar in technical scope, complexity, and magnitude to this solicitation�s specified scope of work as delineated in all 7 IDIQ PWS Tasks. �Each Offeror shall complete and submit summaries as described below for no more than six (6) contracts (completed or ongoing) most relevant to the IDIQ� PWS Tasks.� Completed or ongoing contracts are defined as work performed not more than five (5) years prior to the date of the final RFP issue.� For past performance contract submissions, at least half (50%) must be from the SB Prime Offeror. Past performance submissions from SB prime Offeror that satisfy the criteria of Section M will be given greater consideration preference.� Past performance submissions that perform all seven (7) IDIQ task areas of the PWS and satisfy the criteria of Section M will be given greater consideration.� All submitted past or ongoing contract performance information submitted for the Prime Offeror or any team member shall be for contracts performed as a prime contractor. Please note that all submissions must be unclassified, including Past Performance summaries, past performance questionnaires, as well as the ultimate proposal.
