- Classification Original Set Aside: N/A Set Aside: N/A Place of Performance: Redstone Arsenal, AL Building 5678, USA The U.S. Army Program Executive Office for Aviation, Combat Aviation Brigade Architecture Integration Laboratory (CABAIL), located on Redstone Arsenal, AL, is seeking information from interested parties pertaining to mature technologies and capabilities currently available to address Army Aviation modernization and future force challenges.� The demands of increased threats, the rapid pace of technology change, and reduced budgets compel the use of more innovative approaches for exploring and integrating mature technologies and capabilities into Army Aviation formations.� The CABAIL facility is structured to create an environment where the Government and industry teams can examine these mature technologies and capabilities. �This environment is operationally representative to assess relevance in Joint All-Domain Operations.� The CABAIL goal is to rapidly assess the operational value and military utility of technologies and capabilities to Army Aviation as a force and to expedite usable technologies and capabilities to the Army Aviation Warfighter.� The CABAIL environment includes high-fidelity virtual aircraft systems integration labs, representative constructive simulation of aircraft, and their respective interoperability with other relevant systems in the Army Aviation force. �The CABAIL will explore technologies and capabilities individually and collectively as a system of systems in a virtual Army Aviation environment and conduct concept explorations, ascertain the effectiveness and efficiencies of maturing technologies and capabilities with respect to form, fit, function, and interoperability in a relevant and representative environment. This Request for Information (RFI), issued in accordance with FAR 15.201(e), is issued for the purpose of preliminary planning and is not a Request for Proposal (RFP).� Specifically, the technology and capability areas sought in this RFI include new software and new line replaceable units, including though not limited to equipment and software for communications (line of sight, beyond line of sight, and architecture), navigation, survivability, sensors, and weapons (controls).� The technologies and capabilities should be mature at or above Technology Readiness Level 8, suitable for exploration in a lab environment, be production representative and have been demonstrated to operate in expected functional conditions.� All interested parties must submit a white paper (see submission requirements below) that describes the specific function, intended application, interface/integration format, maturity level of the technical capability, and the approach to apply DoD Best Practices for Cybersecurity while operating in a Closed Restricted Network. � The Government team intends to engage with industry on their RFI submittals via future forums to be determined by the US Government.�� Such engagements may include further exploration and collaboration in the CABAIL lab environment.� The intent of the collaborative engagements will be to provide technical and operational feedback, inform future requirements and gain insight into possible military applications. This RFI does not commit the Government to a contract or an agreement for any supply or service and is not a Request for Proposal or solicitation.� A response to this notice is not an offer and cannot be accepted by the Government to form a binding contract or agreement.� Interested parties are reminded that the Government will not pay for or reimburse any cost pertaining to this RFI, including costs for information, material, shipping, discussions or administrative/travel incurred as a result of responding to this RFI or any other cost associated with CABAIL participation/engagements. �All costs associated with this RFI will be solely the responsibility of the respondent. There is no guarantee that the information provided will advance to an acquisition phase.� No determination of a path forward has been made at this time. �Any information discussed or provided by industry is for assessment only and will not be released outside the Government. The issuance of this RFI (and any subsequent participation with CABAIL) does not obligate or restrict the Government to an eventual acquisition approach, nor does it obligate the Government to issue a solicitation. This exchange is being conducted solely for information and planning purposes. Unsolicited proposals or any other kinds of offers will not be considered or accepted by the Government to form a binding contract. SUBMISSION REQUIREMENTS Please note, information may be subject to Armaments Export Control Act (AECA) and the Export Administration Act (EAA) regulation. Information should be marked accordingly. Proprietary information should be clearly marked.� No classified documents will be included in your response.� Please be advised all information submitted in response to the RFI becomes the property of the US Government and will not be returned. Note- U.S. Citizenship is not required to respond to this RFI; however any future engagements at /or with CABAIL may require verification of U.S. Citizenship. Responses to this RFI shall not exceed the following: A one (1) page cover letter with a signed statement confirming all claims; plus two (2) single-sided pages on 8.5 X 11 size paper The response shall not include font size smaller than Arial 10.� All information must be readable by Microsoft Word 2013 or Adobe Acrobat.�� In addition, the responder must also include a cover letter with a signed statement confirming all claims.� Responses should be submitted to the CABAIL USARMY Redstone Arsenal PEO AVN Mailbox CABAIL email:� usarmy.redstone.peo-avn.mbx.cabail@mail.mil.
