Description
In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from potential vendors. This Market Survey announcement is not a Request for Proposal (RFP) of any kind. This survey is for informational and planning purposes only.� No solicitation exists currently, the FAA is not seeking or accepting unsolicited proposals.� This notice should not be construed as a commitment of any type by the Government to take or not to take any action. No evaluation letters or results will be issued to respondents.� The Government will not reimburse any costs incurred by vendors in responding to this notice. �The responses to this Market Survey will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. Responses will not be returned.� Since this is a Market Survey, no evaluation letters and/or results will be issued to the respondents.� This announcement does not guarantee a procurement and will not be construed as a commitment by the Government to enter into a contract.� If the FAA decides to conduct a competition, it may limit the competition to only those vendors who respond to this Market Survey.� This is not a Request for Proposal (RFP). If a solicitation is issued, it will be announced on the FAA�s Contract Opportunities web page.� It is the offeror�s responsibility to monitor this site for the release of the solicitation. Introduction: The Federal Aviation Administration (FAA) Air Traffic Organization (ATO) is conducting a Market Survey to ascertain vendor capabilities to perform the requirements outlined in the attached DRAFT Performance Work Statement (PWS) for Long-Term Housing Facilities and associated services, such as dining and transportation, in Oklahoma City, O.K. COMPETITION/SMALL BUSINESSS: This Market Survey is conducted in an effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran owned small businesses (SDVOSB), or 8(a) socially and economically disadvantaged businesses (SEDB). SEDB must be certified by the Small Business Administration (SBA). The acquisition strategy and the nature of this procurement has yet to be determined. The FAA may decide to do a full and open competition or a full or partial set-aside with a business type identified above. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 531110, Lessors of Residential Buildings and Dwellings, with a size standard of $27.5m. Suggestion of an alternate NAICS code does not require that the work be set-aside or solicited under that alternative code. Background: The FAA has a requirement for long-term housing for FAA Academy students located in Oklahoma City, O.K., in accordance with (IAW) the requirements specified in the attached Draft PWS.� The FAA plans on hiring 750 to 1100 new controllers per year, over the next decade. The Academy will be depended upon to train between 450-800 people per year. A small percentage of Controllers, with previous air traffic control experience, will report directly to their facilities and not be required to attend the Academy. The FAA faces many challenges to provide training delivery and the associated variables (transportation, dining, and lodging) for a rapid influx of new trainees. This requirement will be for the provisions of lodging facilities for approximately 300 students and the performance of feeding, transporting and sleeping those students in accordance with the attached Draft PWS. The contractor must furnish all necessary personnel, plant, equipment, facilities, materials and other necessary resources to deliver the services outlined in the Draft PWS. A Draft Performance Work Statement is attached to this Market Survey outlining requirements with significantly more detail for interested vendors. Vendors are highly encouraged to read the Draft PWS and any attachments, in-full for the best understanding of the FAA�s requirement. The requirement will be for a one-year base period and four (4) one-year option periods. CAPABILITY STATEMENT: In order to make the best determination, the FAA requires the following from interested vendors: Type of service provided by company that demonstrates the ability to perform the requirements described and outlined in the Draft Performance Work Statement (PWS). Identify which services, detailed in Section 3.2 of the Draft PWS, can be provided by your company. Size and type of previous contracts with same or similar services as defined in the Draft PWS (provide detailed information and past performance, if available). Clearly state if your company has previously performed long-term housing contracts or similar work that included provisions of food and transportation and the total number of years the company has been providing said services Number of years in business, providing same or similar services as related to the Draft PWS. If your company will require the services of additional subcontractors to perform the requirements of this contract, please identify any subcontracts, teaming agreements, or partnerships and the estimated percentage of work each third party would perform against the total effort of the contract.
