Description

The US Army Corps of Engineers, intends to sole source the procurement of Hypack Office software upgrade and maintenance plan renewal from Xylem Water Solutions U.S.A., Inc. The statutory authority for this sole source is FAR subpart 13.106-1(b). In an effort to increase productivity and maintain a high level survey accuracy, the Operations Division has proposed the new version of the Hypack software (2018). The software features shall provide the required functionality and compatibility with newly revamped 64-Bit desktop computers and shall integrate with various sonar systems on survey vessels. The software upgrade shall ensure the highest level of survey accuracy, and will enable the division to handle larger data sets and more complex mapping operations. The Hypack software upgrade shall consist of two USB Dongles: 15681457 and 15690546 which will be converted from office to full dongles. For informational purposes a USB Dongle is a device plugged into the computer that authenticates the user license to the subject software. The Hypack software (2018) contains the following features: 1. Fully Windows 7 64-bit compliant 2. Hydrographic data collection software is installed on all Survey Section's processing and data collection computers 3. Lidar capabilities and option to edit Sound Velocity profiles 4. Enables Advanced Channel Designs to be developed directly from MicroStation .DGN files. Required Software: � HYP-SW-UPGRA- Software upgrade - Quantity 2 � Maintenance Plan Renewal The North American Industry Classification System (NAICS) code for this acquisition is 334513 and the size standard of employees is 750. Other information may be requested after initial response, either from individual respondents or all respondents. This notice is the only document that will be published notifying interested vendors of the government's intent. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on 07/17/18. Inquiries will only be accepted via email to erica.b.miller@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
