- VA FACILITY REQUIREMENTS IN HILO, HAWAII SOURCES SOUGHT THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION NOTICE ONLY: This notice is not a solicitation for offers nor a request for proposals. This announcement is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This is a follow-on request to 36C10F20Q0001 for the purposes of conducting additional research regarding current market capabilities and alternatives to potentially satisfy the Government s expanding medical facility needs for the VA Pacific Islands Healthcare System in Hilo, Hawaii. This notice is not intended to pre-qualify or disqualify any potential parties. All information submitted in response to this announcement is voluntary. The Government will not pay for any costs incurred as a result of this notice. This announcement is based on current information available at this time and subject to future amendment. Point of Contact: Amanda Simmons, Realty Specialist, United States Department of Veterans Affairs (VA) Construction & Facilities Management (CFM); Office of Real Property (ORP), Washington, DC 20420. VA is seeking information regarding available real property alternatives in Hilo, Hawaii to support a Community Based Outpatient Clinic (CBOC) and Veterans Services facility in Hilo, Hawaii. The anticipated CBOC is an estimated 22,500 Building Gross Square Foot (BGSF) facility yielding 15,000 Net Usable Square Feet (NUSF)/20,250 Rentable Square Feet (RSF) comprised of Primary Care, Mental Health, Specialty, Telemedicine, Home Based Primary Care and Women's Health Care Services. The CBOC will also include VBA, VA Vet Center, State of Hawaii Office of Veterans Services staff and approximately 60 Veteran and staff parking stalls. The VA is considering procurement of space alternatives, to include land and/or existing facility, via acquisition or long-term lease. Specifically, VA is requesting information regarding any of the following alternatives: Acquisition of land without improvements to accommodate the CBOC requirement with a facility of no more than two (2) stories with a minimum 25-foot setback from access and/or parking, either with VA construction of a new facility or placement of a modular facility Acquisition of land with improvements to accommodate the CBOC requirement with a facility of no more than two (2) stories with a minimum 25-foot setback from access and/or parking, through either renovation of existing building/improvements; demolition of improvements and VA construction of a new facility; or demolition of improvements and placement of a modular facility Long-term lease of land without improvements to support CBOC requirement through VA placement of a modular facility of no more than two (2) stories with a minimum 25-foot setback from access and/or parking Long-term lease of existing facility to support CBOC requirement of 15,000 NUSF/20,250 RSF Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads; properties fronting any of the following boundary lines will also be considered: - Turn right on E Palai and follow until it intersects with Kilauea Ave. - Turn left on Kilauea Ave. and proceed south until it intersects with Haihai St. - Turn right on Haihai St. and proceed west until it intersects with Kupulau Rd. - Turn right on Kupulau Rd. and proceed north until it transitions into Kupulau Pl. - Follow Kupulau Pl. until it transitions into W Kawailani St. and intersects with Komohana St. - Turn left onto Komohana St. and proceed north until it intersects with Puainako St. - Turn left onto Puainako St. and proceed west until it intersects with S Wilder Rd. - Turn right onto S Wilder Rd. and proceed north until intersects with Kaumana Dr. - Turn right onto Kaumana Dr. and proceed east until it intersects with Akolea Rd. - Turn left onto Akolea Rd. and proceed north until it intersects with Waianuenue Ave. - Turn right onto Waianuenue Ave. and proceed east until it intersects with Kamehameha Ave. - Turn right onto Kamehameha Ave. and proceed east until it intersects with Mamalahoa Hwy. - Proceed south on Mamalahoa Hwy. until it intersects with Keaau Pahoa Rd. - Turn left on Keaau Pahoa Rd. and proceed until it intersects with Keaau-Pahoa Bypass Rd. - Turn left on Keaau-Pahoa Bypass Rd. and continue north until it intersects with Mamalahoa Hwy. Instructions: If you would like to respond to the VA s request for information, please submit an expression of interest via email to Amanda Simmons at amanda.simmons2@va.gov within the requested timeframe. In order to be considered, the expression of interest must include, at a minimum, the following required items. VA reserves the right to eliminate a response which is incomplete due to lack of required items within the response. Required Items: Cover letter Include point of contact name, email address and telephone number Approximate size of land or building/improvements Site or building location/address and current zoning and use Specify whether the land or building is available for sale, lease or both Specify acquisition and/or lease costs Proof of ownership/control of site. If you are not the owner, you must state your relationship to the owner and provide documentation (a signed letter or corporate resolution) that clearly demonstrates that you are an authorized representative of the owner and may offer the site for sale on the owner s behalf. State whether you have title to property, the site is under contract, whether you have retained an option to purchase, or have any other type of interest in the property. Map showing access to site from major transportation routes, public transportation, and distance from the existing VA clinic and other health care providers or amenities. You are encouraged to submit additional information, including, but not limited to, the following items. Optional Items: Legal description of site and maps, surveys, site plan, photographs, or renderings. Availability of utilities, including water, sewer, gas, and electric. Provide a site plan that includes location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. Previously identified environmental, historic, or cultural resources issues known to exist on the site and any remediation efforts taken or to be taken. Provide copies of any environmental studies or assessments that have been conducted. Information on any ongoing or planned development affecting the site, including neighboring projects and road/public utility line construction. Any known title issues, defects, deed restrictions and encumbrances. Provide a copy of the deed of conveyance. If applicable, please provide copies of any recorded or unrecorded deed restrictions, development restrictions, encumbrances and/or title defects. Previously identified or known lead or asbestos to the site and any remediation efforts taken or required to be taken. Interested respondents (owners, brokers, or their legal representatives) should submit one (1) electronic copy of information by e-mail to Amanda Simmons no later than 1:00 PM PST on Monday, March 30, 2020. Please note that VA has size restrictions on email attachments; multiple emails with attachments are acceptable.
