- This is Update No. 1 - Updated as of 22 March 2020 (1640 hrs HST).� �� This notice is to all prime contractors and their subcontractors with contracts that were awarded and/or are administered by Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF).� Effective immediately, contractor employees meeting any of the five criteria below are restricted from entering the Department of Defense (DOD) workplace:�� 1. Contractor employees traveling from outside of the island of Oahu are restricted from entering the DOD workplace for 14 days after arrival. 2.� Contractor employees with symptoms of fever, cough, and/or shortness of breath are restricted from entering the DOD workplace.� 3.� Contractor employees who have others living in their house that traveled to, from or through a Travel Health Notice (THN) Level 3 or Level 2 country, United States, U.S. Territories, or off-island are restricted from entering the DOD workplace for 14 days.� The 14-day period starts from the day the traveler returned to Oahu.� 4.� Contractor employees who have others living in their house that identified as having COVID-19 are restricted from entering the DOD workplace for 14 days.� The 14-day period starts from the day the contractor employee learns of the cohabitant�s positive testing for COVID-19.� 5.� Contractor employees who are infected with COVID-19 are restricted from entering the DOD workplace. �Written medical clearance is required to return back to work.� Contractor employee�s company is responsible for maintaining the written medical clearances and providing to the Government upon request.� Contractors shall keep the contracting officer informed of contractors� compliance with the above notices at least on a daily basis.� Contractors shall require their subcontractors to comply with the same notices. Contractors expected to have personnel requiring access to U.S. Navy ships All ships (i.e. Surface Ships, Submarines, and Barges) at PHNSY & IMF will begin screening for COVID-19 at the brow prior to boarding by asking questions, and asking for permission to test individuals for fever based on the self-reported answers.� The following questions may be asked, but are not limited to: 1.� Have you been outside the United States in the past 14 days?� 2.� Have you been to any U.S. State that is at Health Protection Condition (HPCON) Level Bravo � Moderate � Increased Community Transmission in the past 14 days.� Reference COVID-19 US Public Health Risk Levels for Naval Forces. See website below for reference.� https://www.med.navy.mil/sites/nmcphc/program-and-policy-support/pages/novel-coronavirus.aspx 3.� Are you currently sick?� Do you have any symptoms � Fever, chills, cough, sore throat, shortness of breath, body aches, abdominal pain? 4.� In past 14 days, have you had close personal contact, as defined below, with anyone known to be infected with COVID-19?� � � � a.� Within 6 feet. � � � b.� In a confined space (cab, small room, shared stateroom, berthing proximity, office, etc.) � � � c.� Had direct contact with secretions (been coughed on, sneezed on, etc). � � � d.� Have you visited any medical facility in the past 14 days for flu, cold or acute respiratory symptoms?� Questions and Answers 1.��Please confirm whether the base access restrictions (Criteria No. 1) for those who have been off-island are retroactive or starting on the effective date of 20 March 2020.� Answer:� The criteria restricting access to DOD workplace are retroactive.� 2.� According to CDC per the link https://www.cdc.gov/coronavirus/2019-ncov/travelers/map-and-travel-notices.html, United States is a THN Level 2 Country.� Please confirm.� Answer:� CDC does not issue travel advisories within the United States per https://www.cdc.gov/coronavirus/2019-ncov/travelers/travel-in-the-us.html.� Therefore, United States is not a THN Level 2 Country.� However, Criteria No. 3 restricting to access the DOD workplace has been updated:���""3.� Contractor employees who have others living in their house that traveled to, from or through a Travel Health Notice (THN) Level 3 or Level 2 country, United States, U.S. Territories, or off-island are restricted from entering the DOD workplace for 14 days.� The 14-day period starts from the day the traveler returned to Oahu."" 3.� �Another request for clarification in regards to the notice sent this morning regarding base restrictions: � � �a.� Applicability Effective Date (ED) of the memo related to travel or other circumstances that occurred. Answer:��The criteria restricting access to DOD workplace are retroactive.� � � �b.� If an�employee's spouse traveled to Maui last week 5 days ago (ED-5):� �Would the employee be subject to the 14 day quarantine from base access?� Would the quarantine period in this case be effectively 9 days (14-5)?� Or does it only pertain to travel that occurred from the ED and forward (ED+x)? Answer:� Criteria No. 3 restricting the access to the DOD workplace has been updated:�� ""3.� Contractor employees who have others living in their house that traveled to, from or through a Travel Health Notice (THN) Level 3 or Level 2 country, United States, U.S. Territories, or off-island are restricted from entering the DOD workplace for 14 days.� The 14-day period starts from the day the traveler returned to Oahu.""���Based on the updated Criteria No. 3, the employee will be restricted from entering the DOD workplace.� All criteria are retroactive.� Therefore, the employee will be able to enter the DOD workplace after 9 days under this circumstance since the traveler returned 5 days ago (9 days + 5 days = 14 days).� �All criteria are retroactive; therefore, the criterion is applicable for travel that occurred prior to the effective date.� 4.� The notice in Criteria No. 5 you sent out would bar all contracting personnel who are >65 years of age from JBPHH access until further notice, independent of COVID-19 symptoms or other risk factors.� Is that truly intended?� Answer:� Criteria No. 5 restricting access to DOD workplace has been updated:� ""5.� Contractor employees who are infected with COVID-19 are restricted from entering the DOD workplace. �Written medical clearance is required to return back to work.� Contractor employee�s company is responsible for maintaining the written medical clearances and providing to the Government upon request.""� � This notice may be amended, updated, and cancelled at any time and without prior notice to conform with the evolving national, state and local requirements.�
