Description
The Vale District Single Engine Air Tanker (SEAT) base, located at the Ontario Airport address is: 3200 SW 4th Avenue, Ontario, OR 97914. The Lat/Long is: Lat: 44, 01.23 N, Long: 117, 00.82 W. The SEAT base is a small leased area that services SEATs during fire seasons and supplies Phos-Chek � LC95A-Fx, for use during wildfire events. During a fire emergency, fire retardant is pumped into tanks on the SEAT planes. Following SEAT flights, aircraft may be rinsed or washed to ensure the SEAT remains in �good working order.� The detergent, SC-Aircraft & Metal Cleaner Concentrate � (Item Code 17001 -- 2012-7-24), is used in the cleaning process and pumped into the wash-water containment with water, retardant and any petroleum product present. 2.0 SCHEDULE AND DETAILS OF WORK: The BLM is not able to anticipate the actual number of trips necessary to finally empty the tank throughout the fire season. Multiple �emptying operations� may be required during one season. Sampling data will be available from the BLM HAZMAT Coordinator. 2.1 The Contractor Will: � Be provided test results of the SEAT wash-water prior to first disposal load at the beginning of the fire season. Other testing my occur at government discretion. � The contents of the SEAT wash-water tank will be removed by suctioning or another method and disposed of by the contractor. The wash-water containment tank is black polyethylene containing an effective 5,500 gallons, mostly water, some retardant, aircraft wash detergent, and a small amount of petroleum leakage from SEATs. � The contents of the wash-water sump and tank will be disposed of properly, by the contractor. Contractor will dispose of wash-water according all applicable Federal and State Regulations. 2.2 Special Requirements: Must be available to remove SEAT wash-water within 3 hours of notification, due to time sensitivity.
