- Page 3 of 3 Synopsis: Network Contracting Office (NCO) 2 of the Department of Veterans Affairs intends to award a sole source contract to Beckman Coulter, Inc located at 250 S Kraemer BLVD, Brea,�CA,�92821, under the authority of 41 U.S.C 253 (c) (1) FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed procurement a Service Contract for Beckman Coulter Preventive and Emergency Service for the James J Peters Medical Center Campus, Bronx Campus located at 130 W Kingsbridge Road, Bronx NY 10468. The following equipment items are covered under this requirement: 1 Beckman Coulter Preventive and Emergency Service Contract - OPTIMA L-90K, UL/CSA, 60 HZ, SERIAL #: COL03D06, INST ID#: 459672 1 EA 2 L8-80M ULTRACENTRIFUGE 60 HZ, SERIAL #: 8D205, INST ID#: 250179 1 EA 3 LS 6500 STD-VIAL COLOR 120V, SERIAL #: 7067147; INST ID#: 229052 1 EA 4 AVANTI J-25, 60 HZ, SERIAL #: JHY98J10, INST ID#: 255340 1 EA Brief Scope of Work: This is new contract required to maintain essential research equipment in good repair. There is no duplication of effort and prior contracts in effect. Loss of function of the pieces of equipment covered under this agreement will result in failure to comply with federal requirements for the use of radioisotopes in research, and in loss of time, money, and research data/samples. Scope of Work: This contract is limited to the James J. Peters VAMC Research Service all aspects shall take place at this location. The objectives are to maintain, repair and minimize down time of the four pieces of equipment listed above. Period of Performance: base year 5/04/2020 5/3/2021 Option year 1 5/04/2021 5/3/2022 Option year 2 5/04/2022 5/3/2023 Type of Contract: Firm Fixed Price Place of Performance: James J. Peters VAMC Research Service B. GENERAL REQUIREMENTS The contractor will present a plan for project organization and staffing that demonstrates a knowledge of effective organizational structure, management, and how best to utilize key and other personnel. The contractor will have the personnel, equipment, material, supplies, forms, and systems of computer programs to perform the services as stated in this specific contract. C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES The Contractor shall Provide a service contract that offers: � COMPREHENSIVE COVERAGE provides full-service support for your instrument. Budgeting is simplified as service costs are fixed for the duration of the agreement. Order processing is minimized. � UNLIMITED EMERGENCY SERVICE with no additional charges for on-site labor, travel time, or travel expenses during Beckman Coulter s normal business hours. � SCHEDULED PREVENTIVE MAINTENANCE CALLS AS INDICATED ON YOUR SERVICE AGREEMENT (PMC S) increase instrument reliability and performance. Thorough PMC procedures including cleaning, inspecting, adjustments, and calibration to published factory specifications. Minor problems are corrected to prevent catastrophic failures that jeopardize valuable samples and lab productivity. � REPLACEMENT PARTS are provided with this agreement. UV lamp coverage is also available. Beckman Coulter service engineers carry a stock of commonly used parts for timely instrument repairs. Additional parts are obtained from Beckman Coulter s computerized service inventory, which provides immediate access to over 640,000 OEM parts. � ENGINEERING MODIFICATIONS are included and are installed without charge during the preventative maintenance visit. Continuous hardware design modifications enhance instrument performance and reliability. Beckman Coulter s service engineers are informed of these enhancements and will automatically update your instrumentation. � FACTORY TRAINED AND CERTIFIED SERVICE ENGINEERS perform all service repairs. Beckman Coulter personnel are continuously trained on the latest instrument technology, product improvements, software, and accessories. � SERVICE ENGINEERS LOCATED NATIONWIDE along with service call dispatch via our customer coordination center ensures a fast and efficient service response. � TOTAL SYSTEM SUPPORT is available from Beckman Coulter. Various additional billable services are also available such as instrument relocation services, additional advanced remote and on-site applications training, troubleshooting, applications services and consultation, and software/computer performance assistance; all from a single source- Beckman Coulter Field Service Service providers must be trained and certified by the instrument manufacturer. Reports will be based on service calls and frequency of repair COR shall monitor contact by review of service reports, review of frequency of repair and discussion with local end users. Task 4: Quality Assurance Deliverable 5 Develop a quality control plan and update to within 15 months of contract award Examine service reports and repeat service calls for duration of contract Deliverable 6 Develop a data management system to track progress of mailings and to facilitate routine reporting NA Task 5: Submit a Confidentiality Plan and Data Security Procedures This contract is not security sensitive as service technician will not have access to patient records, data or VA computer systems. Research service requires that all visitors and contractors be escorted and supervised while on site D. SCHEDULE OF DELIVERABLES This is a price fixed contract that includes unlimited emergency service, preventative maintenance, replacement parts and one PM service per year Onsite service to begin within 24 hours of notification of need E. INSPECTION AND ACCEPTANCE CRITERIA PRIOR TO ACTIVATION OF THIS SERVICE AGREEMENT, THIS INSTRUMENT MUST BE PRE- INSPECTED BY OUR FIELD SERVICE ENGINEER, TO ENSURE THAT THE INSTRUMENT IS WORKING PROPERLY AND RUNNING TO MANUFACTURER'S SPECIFICATIONS. AT THE DISCRETION OF THE FIELD SERVICE ENGINEER, THIS SERVICE CALL MAY BE CONSIDERED THE PREVENTATIVE MAINTENANCE CALL, HOWEVER, ANY EXTENDED LABOR AND PARTS WILL BE CHARGED AT OUR CURRENT RATE BECKMAN Coulter hereby agrees to provide those maintenance and support services elected by the customer at the rates and frequencies set forth in this schedule of services in accordance with definitions and subject to the terms and conditions specified on the reverse side of this contract. Tax rates stated on this contract are estimates. Total taxes due are based on rates in affect at time of invoice. This section will be a part of the Quality Assurance Surveillance Plan (QASP). Note that the table below is directly related to the tasks and deliverables in Section C, Specific Mandatory Tasks & Deliverables above, and Attachment A, Schedule of Deliverables. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. G. Key Personnel: see below PERSONNEL QUALIFICATIONS: All service technicians must be employed by equipment manufacturer and must be FACTORY TRAINED AND CERTIFIED SERVICE ENGINEERS. who will perform all service repairs? SERVICE ENGINEERS LOCATED NATIONWIDE along with service call dispatch via our customer coordination center ensures a fast and efficient service response. The Product Service Code (PSC) is J099 (Maintenance, Repair, and Rebuilding of Equipment- Medical, Dental, and Veterinary Equipment and Supplies). No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest by providing a capability statement not later than March 31, 2020 at 10:00am EST. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
