- REQUEST FOR INFORMATION NASA Medical Emergency Evacuation and Repatriation Services (MEERS) � 80KSC020R0008 Section 1:� Small Business Capabilities and Interest: The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses,� and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals.� This follow-on acquisition will succeed the current NASA Emergency Medical Evacuation and Repatriation Services contract NNK16ON17Z.� The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based upon the responses to this Request for Information (RFI). The North American Industry Classification System (NAICS) code for this procurement is 624230 Emergency and Other Relief Services with a Small Business Size Standard of $35M. Section 2:� Background and Scope: NASA, Kennedy Space Center (KSC) is soliciting interest from potential entities for NASA-wide support services under NAICS Code 624230.� The support services will be applicable to all NASA civil service employees traveling outside the continental United States on official Government business. CAPABILITIES: All Contractor modes of transportation shall include providing the appropriate medical equipment to ensure NASA employees are properly medically stabilized prior to and during their transportation. Land and/or air medical evacuation of NASA employees to the closest medical facility in their duty station country (or other country with the provision the medical facility is Western equivalent in medical treatment, capabilities, and expertise). NASA may request the Contractor transport employees from their foreign location directly to the United States. Contractor shall provide substantive and detailed evidence of capabilities to extract injured/ill employees from remote locations. During the term of the contract, Contractor�s use of any contractor, leased or chartered aircraft shall comply with specific NASA requirements. Contractor shall utilize fully trained, licensed, and certified medical personnel sufficient to maintain patients in a stable mode from the time of their acceptance until they are transferred to a receiving medical treatment facility.� Minimum requirements for Contractor medical evacuation personnel: At least five years� experience in critical care Trained in flight physiology, emergency and critical care medicine Current certifications in basic life support (BLS) and advanced cardiovascular life support (ACLS) Air Medical Crew-Advanced National Standard class or its equivalent Support services also include providing a password protected website specifically for NASA employees; laminated business-sized cards for employees to use to contact the contractor to request support prior to traveling and during travel, non-emergency support to employees while overseas (e.g., medical/dental referrals, assistance in replacing medical appliances, assistance with medical prescription refills) Contractors shall ensure medical monitoring staff is available 24/7/365 to confer with the designated NASA physician.� Communication of employee medical information shall be made confidentially and in compliance with all HIPAA requirements, which may include establishing an encrypted method of transmitting information via Contractor�s website. Contractors shall serve as NASA�s agent for payment of medical services for employees.� Invoices for medical support provided shall be sent to NASA as expenses are incurred.� Contractor shall also assist with transferring and maintaining confidential medical documentation for treatment and assist with related travel of a family member. Contractors shall arrange for transportation of mortal remains in the event of an employee�s death. Section 3: RFI Disclaimer: No solicitation exists; therefore do not request a copy of the solicitation.� If a solicitation is released, it will be in accordance with FAR Part 13 and FAR Part 12 as a combined Synopsis/Solicitation in beta.sam.gov.� It is anticipated that a Blanket Purchase Agreement (BPA) will be established under FAR 13.303.� NASA KSC is conducting market research to determine if this requirement can be set aside for a small business concern.� It is contemplated that this will be a single-award BPA.� It is the responsibility of any potential offeror to monitor the above site for the release of the synopsis/solicitation. Section 4: RFI Response Instructions: Interested offerors/vendors having the required specialized capabilities to meet or exceed the above requirements should submit a capability statement of two pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: (1) name and address of firm; (2) point of contact (name, telephone number, and email address); (3) size of business; (4) whether they are large, small, small disadvantaged, Certified 8(a), HUBZone, Service Disabled Veteran Owned and/or woman-owned; (5) CAGE Code and DUNS Number; (6) Capability Statement including company specific information relevant to the above requirements. This Request for Information (RFI) is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
