- Project Name: South-Atlantic Regional Construction MATOC The Federal Highway Administration, Eastern Federal Lands Highway Division will procure a Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Contracts from Small Business concerns to perform highway construction services, Solicitation Number 693C73-20-R- 000011 located in the South Atlantic Region of the Eastern United States. The South Atlantic Region includes: North Carolina, South Carolina, Georgia, Florida. The purpose of the contracts will be to provide all services for highway, bridge and structure construction including but not limited to gravel or natural surface roadway and trail rehabilitation, asphalt concrete and Portland cement concrete pavement construction, asphalt concrete milling, pavement markings, embankment construction, debris removal, pipe and box culvert repairs or replacement, riprap placement, sign installation, embankment repairs using Mechanically-Stabilized Earth (MSE) walls, bridge and structure repairs such as joint replacements, concrete deck repairs, abutment/pier and wingwall repairs or replacements, and smaller bridge replacements. The average project within the IDIQ is expected to fall within the price range of $50,000 to $2,000,000. We anticipate awarding up to four contracts within the MATOC. The MATOC will have a shared-ceiling value amongst all IDIQ holders of $80,000,000.00. Proposal documents should be issued on or about April 3, 2020. Proposal due date and location will be specified on the Request for Proposals. All proposal documents can be directly downloaded from the beta.sam.gov website. Documents will no longer be mailed. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at the Federal Business Opportunities website, there will be no Plan Holders List. Annual Representations and Certifications FAR 52.204-8 (Oct 2018). The Representations and Certifications must be filled-in online at beta.sam.gov. The required Annual Form Vets-4212 must also be filled-in online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: beta.sam.gov.
