Description
The Department of Defense, Defense Information System Agency (DISA) intends to negotiation a firm fixed price purchase order, on a sole source basis, with Business Software Inc. (BSI) of Norcross, GA fo renewal of software maintenance support for BSI Tax Factory software being used in the DISA mainframe environment under the authority of Federal Acquisition Regulation 13.106-1(b).�� BSI is the Original Equipment Manufacturer (OEM) and only source for the Tax Factory software maintenance.� BSI owns all proprietary rights to the source code and has not released the product source code to any authorized third party vendors to sell, lease or maintain.�� Tax Factory software automates payroll tax calculations to meet regulatory requirements and DISA Operations Center Logistics has standardized its payroll system around this software.� If a new software were i ntegrated, it would result in the Government losing its investment in the current infrastructure, as well as extensive application re-writing for the supported DISA customer.� In additiona, extensive re-training of DISA techinicians whho support this software would be required if the software functionality could be replaced.� Decreased DISA data center productivity woudl be a major negative impact of discontinuing the specific software.� In summary, no other software product can meet the Government's technical capability needs in a cost effective manner at this time.� This requirement is expected to be award April of 2020. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $38,500,000.00. No solcitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement.� The Government will consider responses received by 12:00 pm (EST) on April 2, 2020. Inquiries will only be accepted via email to juan.d.santizo.civ@mail.mil.� No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement in the future.
