Description

The U.S. Army Contracting Command � New Jersey (ACC-NJ), Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) intends to award a sole source modification to Action Manufacturing under the Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, W15QKN-14-D-0003, to continue production of the M825A1 Safe and Arm (S&A) Module Assembly.� This action is for the M825A1 S&A.� The M825A1 S&A is utilized in the M825A1 White Phosphorous Smoke Projectile.� The S&A is dual safe, requiring two unique environments to align the explosive train.� A rotor acts as an escapement to prevent the M55 detonator from aligning with the explosive firing train until a safe arming distance is achieved.� Both setback and spin locks prevent accidental arming prior to firing.� During projectile flight, the explosive lead in the S&A, when initiated, will detonate the M825A1 Projectile Burster, which will rupture a Canister Loading Assembly and disseminate 116 felt wedges saturated with White Phosphorous.� As the wedges are exposed to the atmosphere, a smoke cloud is generated which acts as an obscurant. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. �The Government anticipates issuing a modification to Contract W15QKN-14-D-0003 to increase the total contract ceiling and to procure approximately 70,000 M825A1 S&As.� The estimated value of this effort is $1,750,000.00.� This proposed procurement will not extend past the length of the contract extension of 24 February 2021.� Please note this notice does not constitute a Request for Proposal (RFP), nor is the Government obligated to issue an RFP.
