Request For Information (RFI) Human Factors Technical Assistance Research, Development, Test and Evaluation Disclaimer:� �Request For Information (RFI) Only. This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the BETA.SAM website: https://www.BETA.SAM.GOV.� It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Purpose:� This request for information is to help the FRA determine industry capabilities available to support research, development, test and evaluation activities conducted by the FRA. Support is needed to provide technical assistance to the Human Factors Research Division of the Federal Railroad Administration whose mission is to enhance the safety of U.S. railroad transportation by reducing human factors caused train accidents, trespasser accidents, and grade crossing accidents by promoting and conducting timely, innovative research to aid rail safety program decision-making. Background:� The FRA�s human factors division typically conducts research in the areas of human fatigue, railroad grade crossing and trespasser safety, the human performance of railroad system operators and maintainers, and the implementation of rail technology and automation.� Additionally, research and development activities are conducted in support of rail domain organizational and safety culture programs. The FRA human factors division is focused on safety and embodies human centered research approaches to a variety of rail safety issues. Request:� In response to this RFI, please provide your corporate capability statement and include:� corporate history, experience with rail domain human factors research, experience with or knowledge of rail domain operations (freight as well as passenger), knowledge of rail human factors safety issues (particularly in human-machine interaction and systems automation, and rail grade crossing and trespassing experience with technology transfer, patenting and copyrighting, research program management The cover page of the response shall include the company name, DUNS number, address, point of contact including phone number and email address, as well as the small business status of the responding company. Meetings and Discussions:� The Government representatives may or may not choose to meet with potential RFI service provider. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. The intent of this notice is to identify qualified contractors for this potential future acquisition.� Interested contractors should submit the point of contact listed below.� Please do not include any proprietary information. The response shall be due no later than 12:00 PM Eastern Standard Time (EST) on Thursday, April 23, 2020. The responses shall be emailed to Veronica.Dorsey@dot.gov
