- Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for quotes: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Scope: Commander, Naval Information Forces (NAVIFOR) requires maintenance and support of for their Clarinet Merlin Receiving System (CMRS). NAVIFOR�s requirement includes maintenance of the Clarinet Merlin receivers, Broadcast Control Authority (BCA) servers, and Information Assurance Vulnerability Management (IAVM) of the software and associated hardware of the Clarinet Merlin Receiving Sub-System (CMRS). Additional information can be found in the draft Performance Work Statement (PWS) (Attachment I). NAICS Code: The North American Industry Classification System (NAICS) Code for this requirement is 541330 � Engineering Services, and the small business size standard is $16.5M. Period of Performance: The anticipated period of performance for this requirement will be for one (1) Base Period of 12 months and four (4) 12-month option years estimated to commence on 20 October 2020. Contract Type: The Government plans to procure these services as Commercial Item as defined in FAR 2.101. The proposed procurement is a single award, Firm-Fixed-Price (FFP) contract. Responses: The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for maintenance and support services detailed above and in the attached PWS. Reponses to this Sources Sought request shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Relevant past performance on same/similar work dating back 5 (five) years and your company�s capacity to perform the type of work. 5. Please provide evidence of an existing reseller agreement with the current infrastructure owner. In addition, evidence of a facility security clearance will be required at the time of solicitation. 6. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement (PWS). Standard company brochures will not be reviewed. Submissions are not to exceed four (4) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 7. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, Attachment 1, is posted in this notice for your reference. Responses should be emailed to Lilian Acosta at lilian.y.acosta@navy.mil by 4:30 PM EST on April 1, 2020. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released.
