Description

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The 47th Contracting Flight at Laughlin Air Force Base (AFB) located in Del Rio, TX, intends to purchase miscellaneous Snap-on tools and tool cabinets, on a Competitive Basis with guidance from FAR 8. Posting will be listed on an RFQ via e-Buy on GSA for a total of 10 days. This acquisition is a brand name requirement for Snap-on tools (Attachment 1, J & A). Due to the variety of miscellaneous Snap-On tools it is anticipated that some vendors will need to submit open market items in order to fulfill and bid on the entire tool list requested. Per Far part 8.402(f) all items list as open market (i.e. Non-FSS, Ability One) must be marked as such on quote. Furthermore for administrative convenience open-market items can be added with additional guidance per FAR part 8 but must be synopsized. Per Far part 5.101(2) for proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000, by displaying in a public place, or by any appropriate electronic means. The Government is contemplating making award within the next 10 days based on the lowest price technically acceptable quote received. This acquisition will be competed Full and Open, and is under the North American Industry Classification System (NAICS) code 332216. Any firms registered under NAICS code 332216 in the System for Award Management (SAM) are eligible for award. This is not a request for quote, however if a firm is interested and meets the award criteria it must access the RFQ posted on eBuy (RFQ1419439) to submit its quotes no later than 10 days from the date of this posting. Delivery of the Snap-on tools and tool cabinet shall be within 120 days after award.
