Description
The Naval Sea Systems Command (NAVSEA) intends to issue a sole source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to Seaward Marine Services Inc., located at 5409 Beamon Road, Norfolk, Virginia 23513. The intended sole source will provide for waterborne hull cleaning, inspection, repair and associated ship husbandry on the underwater portion of U.S. Navy, U.S. Coast Guard, and U.S. Army ships and craft, via the issuance of Firm-Fixed Price (FFP) orders to be performed on a minimum of 13 vessels simultaneously around the world in areas that include, but are not limited to, Norfolk, VA, Mayport, FL; Groton, CT; San Diego, CA; Everett and Bremerton, WA; Pearl Harbor, HI; Yokosuka and Sasebo, Japan; Guam; Singapore; Diego Garcia; and various locations throughout the Arabian Gulf and Mediterranean. These services provide the Fleet critical maintenance of underwater ship systems to significantly reduce propulsive fuel consumption, extend operating ranges, extend interval between dry docking, increase systems life and improve anti-submarine warfare capabilities. The period of performance for this contract will be for one year with options for four (4) additional years. This contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1). Only one responsible source and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Only Seaward Marine Services Inc. currently possesses the knowledge and expertise to meet the Navy's technical and schedule requirements to support the Navy's worldwide waterborne underwater hull cleaning initiative. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy's operational needs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all capability proposals received within forty-five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
