Description
Architectural and Engineering Services - design phase, replace USGS facilities in Hawaii The scope of this project is Architectural and Engineering (A/E) services, from programming through construction administration, necessary to replace the U.S. Geological Survey's (USGS') Hawaiian Volcano Observatory (HVO) facilities damaged during the 2018 eruption of Kilauea, and to collocate USGS' Pacific Island Ecosystems Research Center (PIERC) with HVO, on the Big Island of Hawaii. HVO is currently occupying a variety of scattered and unsuitable spaces after the previous facility near the caldera's rim suffered serious damage, and PIERC's facilities are in disrepair. The vision is for two facilities: a main facility, approximately 50,000 gross square feet (GSF), in one of two possible locations in Hilo on-campus at University of Hawaii at Hilo, and a field station, approximately 12,000 GSF, in one of three possible locations within Hawaii Volcanoes National Park. We intend to award a single design contract for both facilities, and subsequently a single construction contract for both facilities (under a separate, later solicitation,) using the construction manager as general contractor (CMGC) project delivery method. We expect the period of performance from design through construction will be approximately three to four years. The estimated magnitude of construction is more than $10M. The USGS contemplates award of a firm-fixed price contract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. The request for qualifications, including a detailed statement of work and contractor evaluation criteria, will be available in early to mid-April - do not submit your qualifications in response to this announcement. The applicable NAICS code is 541310, Architectural Services. The associated size standard is $8.0M. The applicable PSC is C1HZ, A&E/Construction - GOGO Environmental Laboratories. This immediate acquisition is unrestricted (full and open competition). There is no incumbent contractor, however the National Park Service (NPS) has contracted with Otak of Redmond WA to perform NPS' A/E scope related to the replacement of NPS facilities damaged by the eruption. This scope includes the conceptual location and rough footprint of the USGS field station in the National Park. Otak's scope also includes the design scope related to the demolition and/or repair of existing damaged facilities, so that scope is not included in this immediate effort.
