- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements, intends to award a Cost Plus Fixed Fee, five (5) year type contract, on a sole-source basis, to Cortana Corporation, Falls Church, VA to further develop the Extensible Simulation of Ocean Physics (ESOP) hydrodynamic analysis and modeling tools. The use of ESOP enables the Naval Air Warfare Center access to unique multi-domain numerical solutions to address physics and hydrodynamics problems when compared to other modeling and simulation options. The ESOP suite of hydrodynamic analysis and modeling tools is designed for practical analysis of applied fluid and related physics. Cortana is the original designer and developer of the hydrodynamic analysis tools used for the Advanced Sensors Application Program (ASAP) and is the only source with the requisite knowledge, experience and technical expertise to continue development of the modeling system and current ongoing scientific investigations. Cortana is the only source with the technical data, facilities and capabilities required to continue the work on the unique phenomenology that is typically not included in other investigations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.� Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.� A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
