Description
This sources sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of contractors that can provide the following: 1) Perform internal inspection of the transformer. 2) Provide an out-briefing on conditions found during internal inspections and provide notes and photographs that were taken during internal inspection. 3) Provide written recommendations for repair of transformer. Provide document within seven days of completing inspection. 4) Perform repairs to the transformer. Contractor is responsible for: a) obtaining and ordering repair materials; b) making the repairs; and c) defining and performing any special processes or testing to ensure that repairs are adequate. Perform an internal inspection of the transformer to identify to the extent possible the locations of inadvertent core clamp grounds and other problems detected during the inspection. When inadvertent core ground locations are identified then repairs can be planned and completed. The ultimate goal of this work is to return the K21A B phase transformer to service with no operating restrictions. K21A B-phase transformer is an FOA class, 236 MVA transformer that was manufactured in 2001 and installed by ABB. The transformer is generating �hot metal� gases in the oil and core clamp to ground insulation resistance is low. Testing found two problems: (1) low core clamp to ground insulation resistance; and (2) high DC winding resistance of the low voltage winding (X1-X2). Further testing showed that there was no problem with DC winding resistance of the low voltage winding (X1-X2). The low core clamp to ground insulation resistance problem was originally discovered in 2015. The transformer is located at the Third Power Plant at Grand Coulee Dam in Okanogan County, Washington. Grand Coulee Dam is located approximately 90 miles northwest of Spokane, Washington. Potential offerors having the capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via e-mail. The statement shall include the following: 1) Company name and point of contact information 2) DUNS number 3) Business size/certifications, if applicable (WOSB, 8(a), SDVOSB, HUBZone, etc.) 4) Three (3) references for recent and relevant work � within the last 3 years Responses are due no later than 5:00 PM PT, Monday, March 23, 2020, and shall be submitted to Paula Collins at pcollins@usbr.gov. All responses will be used to determine the acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow-up information requests.
