- Sources Sought Grand Coulee Dam Left & Right Powerplants G1-G18 Penstock Lining Rehabilitation 1.01 SYNOPSIS A. Work is located at Grand Coulee Dam, adjacent to the cities of Grand Coulee and Coulee Dam in Grant and Okanogan Counties, approximately 90 miles west of Spokane, Washington. B. The Bureau of Reclamation (Reclamation) is conducting market research for the Grand Coulee Dam left and right powerplant G1-G18 penstock lining rehabilitation, Columbia Basin Project. The Grand Coulee left and right powerplant contains 18 main generators. Grand Coulee Dam is operated by Reclamation as a multi-purpose reservoir to provide recreation, power generation, and flood control to meet irrigation needs. Reservoir discharges through the penstocks and powerplant will be halted for the specified outage window. This requirement has an order of magnitude between $10,000,000 and $20,000,000. C. The Principle Components of work to be performed includes the following: Penstock Lining Repairs and Replacement: a) Minimum of Spot and Zone lining repairs of the following Units� penstock interiors. The Government will inspect the following penstock interiors within 7 calendar days after the start of the respective penstocks outage. The Government reserves the right to exercise the option CLIN pertaining to the respective penstock within 14 calendar days after the start of the respective penstocks outage. 1. G1 2. G2 3. G3 4. G5 5. G6 6. G7 7. G8 8. G9 9. G11 10. G12 11. G16 b) Complete lining removal and re-lining of the penstock interiors for Units: 1. G4 2. G10 3. G13 4. G14 5. G15 6. G17 7. G18 c) Removal and re-installation of the surface-mounted flowmeters and associated conduits to facilitate access to the penstock surface in Units: 1. G2 2. G8 if full re-lining is implemented 3. G9 4. G12 D. The intent of this notice is to identify potential interested offerors for the Grand Coulee Dam left and right powerplant G1-G18 penstock lining rehabilitation, Columbia Basin Project. Reclamation is seeking qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principle Components of Work identified above and as identified within the project specifications and drawings (drawings not included herein and must be requested). Interested offerors are invited to submit the following information: 1. Statement of interest as a prime and/or subcontractor 2. Construction bonding level, aggregate and per contract 3. Point of contact information 4. Size status and/or SBA certification program for NAICS 237990 5. Firms capability to successfully manage complex requirements 6.
