- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Powersys, Inc. located at 2000 Town Ctr Ste 1900, Southfield, MI, 48075-1152 for EMTP simulation and analysis software, for the Mechanical Systems & Controls Group at the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland. The research activities of the Mechanical Systems & Controls Group require a power system simulation software to fulfill its mission. The simulation software will be used to study the impact of control strategies of operating building equipment and environmental conditions on power quality like electromagnetic transients, load-flow, stability, harmonic distortion, voltage sag and swell, and renewable energy sources. In particular, the simulation software will be used to develop electric circuit models that are time and frequency dependent. These models will represent common appliances that are used in buildings such as heating and cooling equipment, hot water heaters, PV inverters, etc. Developing these control strategies will require forecasting, machine learning, bid data analytics, and optimization capabilities. Previously, MATLABs optimization and machine learning toolboxes were used to develop multiple residential energy management control algorithms and an assessment engine to rank their performances. Utilizing the same control algorithms to interface with the power simulation software for managing the operation of various electrical equipment is required to successfully fulfill the mission. Powersys, Inc.s EMTP software is the product identified to meet all of NISTs unique performance requirements. While other power simulation software can deliver comparable performance to EMTP, it is the only software that has been identified which can accomplish the following mission critical requirements: must be able to interface with MATLAB/Simulink; must be able to wait for a MATLAB/Simulink command before executing a simulation run; and, must be able to fully support co-simulation with MATLAB/Simulink. Therefore, it is vital to purchase this software to allow for uninterrupted continuation of services and projects. Powersys, Inc. is the sole developer, and sells directly to customers. No other software in the market was identified as being compatible with the existing hardware and software. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 1, 2020 will be considered by the Government. All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than April 1, 2020 at 10:00 AM Eastern Time. Each response should include the following Business Information: a. Contractor Name, Address, b. Point of Contact Name, Phone Number, and Email address c. Contractor DUNS d. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must register in the SAM located at http://www.sam.gov/portal/SAM/#1 e. Capability Statement
