- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA), intends to award a purchase order, on a sole source basis, to Nicholas Pope for the procurement of custom computer programming services because of the vendor's proprietary knowledge and expertise of the Chemical Transformation System (CTS). The Computer Software Programming for the Chemical Transformation System (CTS) is a web-based application system that provides the calculated physico-chemical properties of the parent chemical and transformation products, which are predicted as a function of the reaction system of interest. This is accomplished through the integration of cheminformatics applications for the encoding of process science underlying transformation pathways, computational chemistry tools for the calculation of physico-chemical properties, and software technologies that provide access to on-line databases for environmental descriptors required for estimating environmental concentrations. These modeling technologies will allow for the seamless access to databases and parameritization of environmental fate and transport models necessary for the estimation of the environmental concentrations of chemical stressors in soil and aquatic ecosystems. This computational tool will be used to screen for potential routes of exposure of humans and wildlife to organic chemicals for which the physicochemical and reactivity data is sparse. Mr. Nick Pope has developed and deployed these scientific applications and the supporting computational infrastructure for the current contract (EP-18-D-000065). The cloud infrastructure, architecture, and methodology designed by Mr. Pope is required for a seamless effort on this follow-on project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. However, interested firms may identify their interest and capability to respond to the requirements. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to Contract Specialist, Pam Daggs at daggs.pam@epa.gov. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Offerors must register with FedConnect as an interested party to submit questions and to view responses. Telephone requests for the request for quotation will not be honored. To register in FedConnect vendors must be registered in the System for Award Management (SAM) at www.sam.gov. Please note that vendors MUST have their SAM profile set to ""public,"" otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. There is no charge for registration in FedConnect or SAM. For assistance in registering or for other FedConnect technical questions please call the FedConnect Help Desk at (800) 899-6665 or email at support@fedconnect.net. For technical issues or questions regarding FedConnect, either email support@fedconnect.net or call 1-800-899-6665. The FedConnect Support Center is staffed Monday - Friday 8 a.m. to 8 p.m., EDT, except Federal holidays.
