Description

Subject to final approval, the Bureau of the Fiscal Services (Fiscal Service) on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to negotiate a sole source procurement in accordance with FAR 6.302-1, to Northrop Grumman Systems Corporation for the Bank Secrecy Act (BSA) Electronic Filing (E-Filing) System Development Services and Operational Support.� FINCEN needs the E-File support to operate and maintain the BSA E-Filing system, maintain current electronic forms and data collection tools, update forms and data collection tools with revisions, and add new data collection tools mandated by law. The InflowSuite system is a central and critical component of the BSA E-Filing system, which was developed by Northrup Grumman specifically for FinCEN. Fiscal Service/FinCEN will consider affirmative responses received no later than April 1, 2020 at 2:00 p.m. ET.� Offerors shall respond to this notice if they believe they can provide FinCEN the same BSA E-Filing support as provided by Northrop Grumman. �Responses shall include the name and point of contact information for its company along with a description of the services.�� No solicitation package will be issued. �This notice of intent is not a request for competitive quotations. Responses shall be submitted to Purchasing@fiscal.treasury.gov - Attention: �GJ/HS. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. �Therefore, we recommend that you monitor the beta.sam.gov website for all information relevant to desired acquisitions.
