- PRESOLICITATION NOTICE This document serves as notification of an upcoming solicitation for a construction project Project 583-16-122 Improve OIT Server HVAC: It is the intention of the Richard L Roudebush VA Medical Center to solicit bids for the following: Install new Liebert units and in-rack cooling units. Install new chilled water lines and insulation. Install new drain lines. Install new sump pump. Install new lay-in ceiling grid & tiles. Demo existing piping, hangers, equipment and ceiling in its entirety, as shown on the drawings. Flooring shall be reused, and contractor shall not damage flooring. Additional floor tiles will be provided by VA as required with the reconfiguration of the racks. Install controls sensors as shown on drawings and listed in the specifications that integrate into the existing Johnson Controls Facility Explorer (FX) building management system. The Roudebush VAMC controls contractor is Conserv INC. Firestop penetrations in fire and smoke walls affected by piping installation and removal in this project. Perform and report complete evaluation, leak testing, and commissioning. Prior to construction, provide an approved phasing plan to minimally disrupt the hospital during this contract. Host a weekly meeting on site or via teleconference to provide updates with the VA and subcontractors. Provide a three (3) week lookahead schedule during this project. Lookahead schedule shall be updated weekly. This schedule is supplemental to the overall GANTT schedule for this project. Provide a monthly waste diversion report with each monthly invoice. Provide as-builts with any corrections to the COR. Provide O&M manuals and training to VA personnel. Provide one-year warranty on parts and labor. All items being removed are to be disposed of by the contractor. All above work to be done in accordance with contract drawings and specifications. This project will be procured as 100% set aside for Service Disabled Veteran-Owned Small Business (SDVOSB). The North American Industry Classification Code (NAICS) used for this requirement is 238210, Commercial and Institutional Building Construction. with a standard size of $15M. The magnitude of this construction project is between $500,000 and $1,000,000. Contract awardee shall provide all supervision, labor, equipment, training, materials, supplies, and incidentals necessary to accomplish the work in accordance with the terms, conditions, specifications & drawings provided. The VA will issue an IFB on or about 25 January 2020 via https://uscontractorregistration.com/search-federal-contracts/ . A site visit will be scheduled prior to the closing of solicitation, and the date, time and location will be posted in the solicitation.
