- Request For Information Announcement for Industry to Provide Potential Solutions for the Indirect Fire Protection Capability Increment 2 (IFPC Inc 2) Shoot-Off Demonstration Market Survey to support the Program Executive Office, Missiles and Space (PEO MS) Cruise Missile Defense Systems Project Office (CMDS PO) This is a Request For Information (RFI) for vendors interested in providing potential solutions to CMDS PO by conducting an IFPC Inc 2 Shoot-Off Demonstration (henceforth referred to as IFPC Inc 2 Shoot-Off). The CMDS PO is conducting market research to identify potential solutions that provide air and missile defense capabilities to fixed and semi-fixed sites in order to defeat Cruise Missiles (CM); Unmanned Aerial Systems (UAS); and Rocket, Artillery, and Mortar (RAM) targets. The IFPC Inc 2 vendor-provided launcher-interceptor solution is defined as a launch platform, All-Up Round Magazine (AUR-M), interceptor, and data link (if needed). The US Army desires to assess the maturity of vendor IFPC Inc 2 solutions capable of integrating with the Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) command and control (C2) architecture, and associated existing Army sensors (Sentinel A3 Radar).� The United States (U.S.) Government plans to hold an Industry Day with interested vendors to discuss the IFPC Inc 2-I Shoot-Off requirement.� The Industry Day is planned for 7-8 April 2020 in Huntsville, AL. The U.S. Government also plans to issue an announcement in March 2020 to provide more details on attendance at the Industry Day. This announcement will also solicit vendors interested in participating in a no-cost Bailment Agreement to conduct an IFPC Inc 2 Shoot-Off in 3rd Quarter Fiscal Year 2021 (3QFY21) (Apr-Jun 2021). It is anticipated that the Shoot-Off location will be at the White Sands Missile Range (WSMR). The Shoot-Off will allow vendors to demonstrate their capability to integrate their launcher-interceptor solution with the US Army�s IBCS and Sentinel A3 Radar. The U.S. Government will provide the vendor access to a U.S. Government system integration lab, test range time, facility/installation access, and test support for the IFPC Inc 2 Shoot-Off. The vendors will be invited to participate in the IFPC Inc 2 Shoot-Off based on their abilities to meet the objectives stated in the announcement. The U.S. Government will not pay for information received or equipment provided by the vendor. Following the Shoot-Off, the U.S. Government plans to issue a Request for Proposal (RFP) for full and open competition to produce the IFPC Inc 2 solution. Participation in the Shoot-Off is not a pre-requisite for submission of a proposal in response to the RFP. Responses: Interested vendors are requested to submit one (1) response: Submit by 1:00 PM CST on 17 March 2020, a two (2) page summary of corporate capabilities (may include partnerships, teaming agreements, and/or subcontractors). The two (2) page summary should document corporate/team member�s system capabilities and a point of contact for the U.S. Government.� � Also submit a one (1) page quad chart overview of the proposed system�s capabilities, with quads comprised of system description, technical maturity, design/integration approach, and operational capability.� Submissions shall be unclassified, in PDF format, and limited to no more than two (2) one-sided 8.5� x 11� pages and 11 font Arial size with one inch margins; line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10 point Arial font or larger. The quad chart shall be submitted using the quad chart format attached to this RFI. The separate quad chart may have half-inch margins.� If any of the material provided contains proprietary information, then mark and identify disposition instructions (submitted data will not be returned).� All replies to this RFI must reference RFI-W31P4Q-20-R-0048. A return email will confirm your submission was received. Responses must be received no later than 1:00 PM CST on 17 March 2020. This RFI is issued for market research and for planning purposes only, and shall not be considered a Request for Proposal (RFP); nor Invitation for Bid (IFB); nor an obligation from the U.S. Government to acquire any products or services; nor an authorization to incur any cost in anticipation of such authorization.� The U.S. Government does not intend to reimburse respondents for information solicited or for costs of any other activities associated with responding to this RFI, including participation in any shoot-off.� The information provided herein is subject to change and in no way binds the U.S. Government to pursue any course of action described herein. ***As of 16 March 2020, responses to the questions received from vendors have been uploaded to this RFI as an attachment.
