NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Has a need for the Original Equipment Manufacturer (OEM) to repair, refurbish and calibrate qty one (1) Meridian Surveyor Gyro systems and perform a full functional test upon completion of repair, refurbishment and calibration to verify functionality of the gyro for installation on NOAA vessels, restoring full redundancy of these critical navigational devices. The service will be conducted by: Teledyne RESON B.V. Stuttgartstraat 42-44 3047 AS Rotterdam The Netherlands Tel: +31 (0)10 245 15 00 . The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing; the small business size standard is 1,250 Employees. NOAA�s Office of Marine and Aviation Operations manages and operates a fleet of 16 Oceanographic Survey ships and 4 regional port offices to support ship operations and maintenance. On these 16 ships, there are Meridian Surveyor model Redundant Gyro Systems installed to provide stable and accurate heading information to bridge navigation equipment and scientific sensor systems during NOAA ship Hydrographic Charting missions, Hydrographic Mapping missions and Fisheries Acoustic Survey missions. The quality and accuracy of the collected data depends heavily upon the safe navigational accuracy of the gyro systems installed and that they are performing within design specification. CLIN0001: repair, refurbish and calibrate Meridian Surveyor gyros S/N 9661 and perform post-repair functional test of these gyro. Under this Statement of Work, deliver to NOAA the following: Provide Teledyne-TSS Bench Test Engineering support to repair, refurbish and calibrate qty one (1) Meridian Surveyor gyro and to perform a complete functional test of the gyro upon completion of the repair, refurbishment and calibration to validate operation of the gyro to design specification. Receive gyro and perform initial inspection and assessment of gyro components. Repair/Refurbish/Calibrate the gyro so that the failed/faulted components or conditions identified in 1.a. above are completely resolved. Perform a complete functional test of the repaired/refurbished/calibrated gyro to validate the operational condition and to confirm accuracy and validity of heading and rate-of-turn data measured by the gyro. Provide copies of the functional test results to NOAA. The Government is not aware of any other vendors that are authorized to provide, service, or support Teledyne System without compromising OEM, warranty, delivery, or additional markups. Also OEM indicated this type of repair is proprietary and only they can provide this type of service to the Government. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Teledyne Reson, under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any authorized party that can provide this subscription/licensing without compromising manufacturing delivery or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO. A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 8:00 AM EST on 27 March 20 20. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at Alexander Cancela@noaa.gov by 8:00 AM EST on 27 March 2020.�
