- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the New Mexico State Police (NMSP) for the Law Enforcement Services for Conchas Dam Lake recreation area. The objectives of this contract are to provide public safety and law enforcement so that the public can enjoy recreation activities as well as maximizing law enforcement visibility at the project site in order to deter crime. �THIS IS NOT A FORMAL SOLICITATION.� This synopsis is not considered a Request for Quotation or Proposal.� No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� All responses received within 15 days will be considered.� If no affirmative written response is received, the service contract will be awarded without further notice.� A determination by the Government not to compete this proposed service contract is based on the New Mexico State Police being the only agency able to adequately meet the requirements of the service contract. The New Mexico State Police can provide law enforcement by certified Peace Officers to support the Conchas Dam Lake recreation area within a reasonable timeframe (<1 hour). The New Mexico State Police are stationed in Tucumcari and have state-wide jurisdiction. Law Enforcement must be carried out by state certified officers usually employed by Government entities; therefore, commercial companies cannot provide these services. A determination by the Government not to compete this proposed requirement is based upon the fact the New Mexico State Police meets the requirement as dictated under FAR 6.302-1. �� Detailed capabilities of interested vendors must be submitted to the following email address no later than 2:00 PM (MST) 31 March 2020, diana.m.keeran@usace.army.mil.
