NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT JANET APPLETON (SSC) WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO JANET.L.APPLETON@NASA.GOV*** NASA/MSFC has a requirement for the services and products for the implementation and support of an Agency-wide electronic Web-based Technical Standards Platform for accessing technical standards and related information seamlessly via the NASA Technical Standards System (NTSS). The objective of the Platform is to provide Agency-wide users, including onsite contractors, with effective access to technical standards and the standards metadata from various Standards Developing Organizations (SDOs). NASA/MSFC intends to procure this Standards Platform on a sole source basis from IHS Global Inc. IHS Global Inc. has an exclusive right-to-sell the standards content being procured through their proprietary platform called ""Engineering Workbench"". The Standards content that IHS Global Inc. will provide through their platform has been negotiated with the SDOs by establishing an exclusive licensing agreement between IHS Global Inc. and the SDOs. The Government intends to acquire this commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (janet.l.appleton@nasa.gov) no later than March 20, 2020 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
