Sources Sought Synopsis The Naval Surface Warfare Center, Port Hueneme Division is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to provide seeks information on the availability of third party planner support the creation and finalization of dry dock work item specification package of Self Defense Test Ship (SDTS).� Dry dock of SDTS is required to continue support of current and future testing. Dry dock period is tentatively scheduled to commence as early as Fiscal Year (FY) 2022. Statement of work in listed in Appendix 1. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to supply these contract items, please provide the following information: organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and tailored capability statements addressing the particulars of this effort. � The government will evaluate market information to ascertain potential market capacity to: 1) provide supplies consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. APPENDIX 1 � � Self Defense Test Ship Dry Dock Preparation: Third Party Planner STATEMENT OF OBJECTIVES 1.������ PURPOSE Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) seeks information on the availabitily of third party planner support for creation and finalization of dry dock work item specification package of Self Defense Test Ship (SDTS).� Dry dock of SDTS is required to continue support of current and future testing. Dry dock period is tentatively scheduled to commence as early as Fiscal Year (FY) 2022. 2.������ SCOPE SDTS dry dock preparation requires support of third party planner to take current draft list of work items, prepared by SDTS port engineers, to develop a complete dry dock specification package, list of long lead material and list of suppliers. Deliverable items, identified below, shall �be written in accordance with Joint Fleet Maintenance Manual (JFMM) Volume VII (COMUSFLTFORCOMINST 4790.3) Revision D (or latest revision at time of contract award). Package may include up to 67 separate work items which must be created, formatted and finalized as specified in JFMM Vol. VII. PERIOD OF PERFOMANCE Work item specification package required by end of calendar year (CY) 2020. BACKGROUND SDTS is scheduled to go into dry dock period in CY 2022, work to be completed during this period has been captured by SDTS Port Engineers but must be formatted per JFMM VOL VII. Per discussions with Regional Maintenance Center points of contact, packages are completed by a third party planner for US Navy fleet ships. PEFORMANCE OBJECTIVES Contractor shall provide a complete Dry Dock Availability package to support the solicitation and procurement process that allows for the maximum participation of qualifying proposals to be submitted in support of the SDTS.� In addition the contractor shall provide a schedule for development, finalization and delivery of completed dry dock work item specification package per JFMM Volume VII, Appendix E (NAVSEAINST 9070.1). Contractor shall provide weekly progress reports. Contractor shall provide list of Long Lead Time materials (LLTM�s) as well as list of suppliers.� List shall be provided in Microsoft Excel format. Contractor shall provide an estimate for ordering and storing LLTM, to be reviewed by Government. Contractor shall provide cost estimates for each work item in Microsoft Excel format. Contractor shall provide list of work items for which they recommend a ship check be accomplished by their team for review. Request shall also include number contractor personnel to travel, duration of trip(s) and SDTS support required. Travel requests shall be provided to Government for review at least two weeks prior to travel date(s) requested. Contractor shall provide a complete dry dock work package. Contractor shall also provide a cost� and schedule estimate for completion of each work item in dry dock. OPERATING CONSTRAINTS Finalized work item specification package must be written per JFMM Vol VII and all applicable appendices.
