Request for Information For Dynamic High Resolution 3D Head Scanner GENERAL INFORMATION The information herein only initiates communication with industry in order to assess market potential.� No solicitation document exists at this time.� This RFI constitutes no Government obligation to procure these items or issue a solicitation.� The Government has no obligation or intent to pay for information responding to this RFI nor will it accept any responses as offers.� Vendors should mark any proprietary information clearly and appropriately. PURPOSE The Anthropology Team, Combat Capability Development Command Soldier Center (CCDC SC), is seeking a Dynamic High Resolution Head Scanner (Image Capturing System) to collect anthropometric data for the U.S. Army that meets the following requirements: 2.1. ��System Specifications Specification System Capabilities Scanning duration (Capable of capturing an individual moving in the scan space) Twenty (20) seconds of dynamic capture time or more (Preferably up to one minute) Image capture rate 10 frames per sec or single scan within 2 millisecond Data post-processing time < 5 minutes for a single scan Texture Color per vertex Scan volume 600mm Vertical, 600mm Depth, 600mm Width Scan resolution 0.2mm Vertical, 0.2mm Width, 0.2mm Depth Scan format Standard mesh format- OBJ, PLY, STL, WRL, and XYZ. System calibration All calibration materials inclusive to system (documents & required tools) System set-up time 4 hours or less Time to calibrate Maximum of 10 minutes System breakdown and stowage time 4 hours or less System transportation Shipping cases must be reusable and meet requirements for transportation acceptable by FedEx. Computer hardware Windows-based computer(s). All cables & connections. Software to select postures from within data stream ""Key frame"" or other pose selection capability. Interactive scan visualization Rotate, Pan, Zoom, Cross-section Automatic standard anthropometry Minimum of 15 standard ANSURII Head, Face, ear and Neck measurements Automatic fiducial point location Fiducial points for all ANSUR II anthropometric measurements Manual body measurement (function included with purchase) Length, Circumference, Surface distance, Area, and Volume Body measurement accuracy (manual & automatic) Minimum of ANSUR II measurement observer error for each unique measurement Output measurements (function included with purchase) CSV Size prediction software tool Option if available Anthropometry database software management tool Option if available Avatar creation with standardized mesh Optional capability to save scans in a standard mesh structure such that all mesh vertices and faces are in correspondence for all scans. Cite references for template matching method if available. Digital human modeling output Optional avatar compatible with commercial digital human modeling software. Warranty & Maintenance First year included. Electrical 110C 2.2. ��Commercial Manual(s) containing system assembly, installation, operations, maintenance, calibration and troubleshooting.� 2.3.�� Onsite Installation/Set-up of the Dynamic High Resolution Head Scanner. � Basic Level Training for up to 5 participants consisting of system set-up and stowage, calibration, data capture using a standard scan protocol, selecting and saving scans, body measurement, and minor adjustments to the system set-up. 2.5.�� Advanced Level Training for up to 5 trainees shall expand on the basic level by adding specialized scanning and unique system configurations. Example specialized scans include equipped participants, participants interacting with objects (e.g. Integrated Headborne system including but not limited to a Helmet with NVG/maxillofacial protection or Body armor with neck protector), participants in seats, on boxes or other objects, participants� head moving through or in the scan space. Advanced training shall include how to configure the system to best capture the unique scans. Advanced training may take place on-site or at the vendor's facility. 2.6.�� Annual Maintenance for five years consisting of on-site calibration, system hardware and software inspection and report, cost estimate of any repair or replacement, scheduled software and hardware updates. 2.7. ��Customer Support including technical assistance with the system and software applications, problem diagnosis and resolution assistance. The technical support/assistance must allow system update/patch for a standalone system. 2.8. ��Standard Commercial Warranty covering workmanship, materials, design, and all essential performance characteristics that would affect the requirements of the Dynamic High Resolution Head Scanner. REQUESTED INFORMATION There is no page restriction associated with this RFI; however, an executive summary, not to exceed five (5) pages, should accompany each submission.� Responses may include any advertising or marketing information.� Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Please include the following information in the response: 1.� Company Name, Address, Point of Contact; 2.� Identification of Large or Small Business size status; 3.� Identification of the quality control system, i.e. compliance with ISO 9001:2008;� 4.� Estimated unit price for each requirement listed in paragraphs 2.1-2.8; 5.� Material Description. The supplier must identify the desired requirements it meets. If a ���� supplier submits multiple sample products to fulfill the outlined requirement, they ���� must identify the advantage/disadvantage of the competing products submitted; 6.� Estimated time to delivery. Please submit all responses to the following no later than 1400 EST, 2 April 2020. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as ""the Act""), as implemented in the FAR.� Additional Information This Sources Sought notice is solely for information purposes and does not constitute a solicitation or the issuance thereof.� This notice does not obligate the Government to issue a solicitation and/or award a contract.� All information received in response to this notice that is marked proprietary will be handled accordingly.� Any information submitted will not be returned, and no payment will be made by the Government for such information.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.� Information provided will be used to assess tradeoffs and alternatives available for any potential requirement.� Input on technical aspects of the responses may be solicited by CCDC SC from non-Government consultants/experts who are bound by appropriate non-disclosure requirements.� By responding to this notice, the Respondent agrees to allow such input from non-Government consultants/experts concerning the information and materials submitted.� �
