- SOURCES SOUGHT NOTICE This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations, or an obligation on the part of the NIST to conduct a follow-on acquisition. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. This notice is strictly for market research and information purposes only. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. No proprietary, classified, confidential, or sensitive information should be included in your response; however, NIST will recognize as restricted or proprietary data which is clearly marked such. In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in responses to this notice. SUMMARY OF REQUIREMENT NIST is seeking sources from which to procure new software and hardware, along with installation and training, to retrofit/upgrade NIST�s existing Sheffield RS-5 Coordinate Measuring Machine (CMM) with modern measurement and 3-D metrology capabilities. The RS-5 CMM was originally purchased in 1995. NIST requires the following to retrofit/upgrade the CMM: New CMM measurement software with the following capabilities: One-click automatic CAD-measure CAD-based Collision-free functionality Virtual simulation and real-time verification functionality Advance path planning functionality including: Automatic probing angle selection Collision detection and collision avoidance Inspection path optimization Automatic Tip Calibration Alignment software tools including: Iterative datum alignment functionality for datum points distributed on prismatic surfaces as well as freeform sculptured surfaces CAD alignment for free-form surfaces 3-2-1 alignment for prismatic datum features Reverse engineering capability including: Ability to export actual measured data to CAD in IGES, DXF or ASCII file formats Capability to interface with probing systems including Renishaw PH10, PH20, SP25 Scanning that are installed on the current CMM Capable of importing data from NIST�s existing Solidworks CAD package Computer hardware including PC, monitor, and printer capable of operating above mentioned measurement software. On-line User Manual and associated documentation � RESPONSE INSTRUCTIONS Small Businesses able to provide the products described above are requested to email a detailed response describing their capabilities to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. Please include the following information in the response: � Name of company authorized to provide product, their address, and a point of contact for the company (name, phone number, and email address). � The company�s primary NAICS, size classification, and socio-economic status � Number of days, after receipt of order, that is typical for delivery of product.� � Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). � Indication of whether the product proposed is a commercial item currently offered in the market place.� � �Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. Official responses to the Sources Sought Notice shall be submitted by March 20, 2019 at 11:00 AM.
