- DESCRIPTION OF REQUIREMENT This requirement will be awarded as a 5-year Blanket Purchase Agreement (BPA). The contractor shall furnish and deliver gravel and limestone on an as needed basis to Ohio Western Reserve National Cemetery (OWRNC). Spec are in Appendix A. Other National Cemeteries, within a 3-hour radius of OWRNC, may place orders against the BPA as well. When any other National Cemetery attempts to place an order, if the Contractor is not able to supply salt because of the distance, the Contractor may decline the order. Each Cemetery will direct the dates and location for deliveries. The cemetery will give the Contractor 5 business days, from the time of notice, to deliver the gravel and/or limestone. Twenty-four hours after the fifth day, the Contractor will be considered late. Amount per delivery shall be 25 tons. The number of deliveries is need dependent, there is no estimated or fixed number. All loads shall be covered by an industry standard mesh tarp. If a load is delivered uncovered, or with the incorrect covering the load may be rejected. Prices shall be ""F.O.B. Delivered and Unloaded"" to drop point. All costs associated with delivering salt to these drop points is included in each ""Price per Load."" Other F.O.B. terms will not be accepted. All delivery tickets for gravel and/or limestone MUST be legible and be generated and printed from a computerized scale. Hand written tickets are unacceptable. Exception; receiving locations will allow written ticket in emergency situations and then only with a computer generated one to follow with tare weight. Failure to present a computer-generated ticket may result in rejection of the delivery. IMPORTANT DATES: Solicitation is expected to be posted March 6, 2020 Questions due March 12, 2020 12:00 EST Proposals due by March 20, 2020 at 4:00 EST TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.
