Description
SYNOPSIS: ATQZ542162� Addition to/Alteration of Fire Station (B770) The USPFO for Indiana intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price (FFP) contract for work which consists of furnishing labor, plant, materials, and equipment, and performing work necessary to provide a complete and functional installation of the renovation and addition elements summarized below and detailed within the drawings and specifications of the solicitation. DESCRIPTION OF WORK Renovation and addition in support of the 122nd Fighter Wing Fire Department personnel located at Building 770. The renovated facility will provide apparatus equipment and maintenance support, administration space, training space, and residential support spaces. The addition to the existing facility will include a double loaded apparatus bay and additional programming in support of the current mission. PRINCIPAL ELEMENTS 1.� The primary use of the renovated structure shall include multiple dorm rooms with an additional alarm dorm room and office spaces, PPE storage, SCBA Maintenance and laundry room while retaining the existing configuration of support spaces which include extinguisher maintenance, mechanical, building and alarm communication. Demolition of existing walls, ceilings, floorings shall be provided as required to accommodate the room and space reallocations. The project addition will accommodate the remaining programmed space required beyond the renovation of the existing facility as well as an additional doubleloaded medium ARFF apparatus bay. The existing INANG Fire Crash Rescue Station building is a single-story CMU structure with a taller apparatus bay framed with steel beams and joists, girders, and columns and load bearing CMU walls. At the south side of the existing structure there is a low roof area that is approximately 11 feet wide. This low roof area and the existing exterior walls on this side will be removed and a new addition will be located in this area. There will also be several penetrations throughout the walls of the existing building, but they will be located in existing openings to prohibit the need for seismic upgrade. Existing windows shall be replaced with new windows designed to resist the ATFP blast loading with the use of backup framing. It has been determined the existing concrete masonry walls are sufficient to support ATFP blast loading on the windows. The roof over the existing building as well as the roof over the addition shall be flat. 2.� The HVAC system shall be in accordance with Air National Guard Design Policy ANG ETL 15-01-01. The A/E shall design a system that will provide low maintenance and long life while providing a quality indoor environment. The mechanical systems should be zoned so that heating, cooling, and ventilation can be reduced in portions of the building when they are unoccupied. HVAC equipment should be easily accessible for future routine and major maintenance. 3.� The plumbing systems design will be compliant with ANGETL 01-1-1 while contributing to the overall energy efficiency goals and a water conservation strategy in pursuit of LEED points. The facility shall be equipped with a separate domestic water and natural gas service to include meters. Insulate all hot water supply lines throughout the entire facility. Upgrade plumbing fixtures to low-flow fixtures; install new gas fire domestic water heater and air compressor. 4.� Exterior lighting for building security shall be a minimum of 1-foot candle over the entire site. Photocells will be used to control exterior lighting. Emergency/egress lighting will be provided by connecting all lighting to the emergency generator. Since the facility has emergency service requirements 24/7 it needs to remain operational and full lighting will accommodate that need. High bay lighting for the warehouse shall be high lumen LED with drivers designed for outdoor temperature. 5.� Primary electric service shall be provided underground from the nearest pole to pad mounted, three-phase transformer located near the exterior of the mechanical equipment room or load center. Secondary electric service from transformers to the building shall also be underground. The electric meter will be placed on the secondary service side of the transformer rather than the primary service side. Service into the building will be 480/277 volt with transformers and panels to supply 208/120 volt for general use receptacles and equipment. 480 V will be used for larger loads. 6.� Emergency power will be supplied by an on-site, exterior mounted emergency generator. The generator will supply 480/277 volt, through a four-pole transfer switch to provide a separately derived system. 208/120 volt will be provided through a transformer and separate emergency panel. 7.� A complete and working communications infrastructure throughout the facility that includes voice and data capability in a single integrated plant. The horizontal voice and data cabling should be a minimum of CAT 6 cable with CAT 6 RJ45 jacks. The communications infrastructure should be installed in accordance with all NGB-ARI telecommunication policy and services and, as applicable, with the Army I3A Technical Criteria for Installation Information Infrastructure Architecture and with Telecommunications Industry Association/Electronic Industries Alliance (TIA/EIA) 568B Standard. The communications service entrance for the facility should be installed in a communications duct-bank and should consist of copperand fiber optic cabling with capacity to accommodate present and future requirements. 8.� A complete working fire suppression system throughout the facility in accordance with the directives in ANG ETL 01-1-1 and UFC 3-600-01. Supply shall be from the existing dedicated fire water supply and tested for designed water pressure. SOLICITATION/CONTRACT SUMMARY The contract duration is intended to be 300 days after NTP. The magnitude of the requirement is between $5,000,000 and $10,000,000. Your attention is directed to FAR Clause 52.219-14(c)(3), Limitations on Subcontracting, which states, ""By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract in the case of a contract for general construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees."" The tentative date for issuing the solicitation is on or about 1 April 2020. The tentative date for the pre-bid conference is on or about 8 April 2020, 10:00 AM local time. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The tentative bid opening date is planned for 6 May 2020 at 10:00 AM local time. Interested offerors must be registered in SAM (https://www.sam.gov/SAM/).
