Description
PROJECT NAME Baker Lake Visitor Information Station Parking Area Redevelopment. PROJECT DRAWINGS (DRAFT) Refer to Attachment 1 - Project Drawings (DRAFT). The final drawings, with associated USDA Forest Service signatures, will be included with the solicitiation when issued. PLANNED SCOPE OF WORK This project consists of renovation of an existing parking area to provide visitor services and information on Baker Lake area road near the town of Concrete, Washington. �Work includes, but is not limited to:�surveying�staking, clearing & grubbing, removal and disposal of construction debris, culvert removal/installation, excavation, subgrade construction, crushed aggregate, parking asphalt resurfacing, construction of concrete sidewalk, rock walls, mobilization and miscellaneous site work. PROJECT LOCATION This project is located on the Baker Lake Road next to Koma Kulshan Guard Station on the Mt. Baker Ranger District of the Mt. Baker-Snoqualmie National Forest, Section 25, Township 37 North,� Range 08 East, Whatcom County, Washington State. DRIVING DIRECTIONS Project may be reached from Sedro-Woolley, Washington by traveling east on Highway 20 follow the road for 16 miles then turn left onto County road #68, Baker Lake Forest Service Road #11 by following county road approximately 14 miles Koma Kulshan Guard Station in the right. District maps showing the project road systems are�available for viewing at the district office in Sedro-Woolley, WA. Project area can be accessed via paved roads. PLANNED START DATE FOR WORK On or around May 1, 2020. PLANNED COMPLETION DATE December 30, 2020. PRE-QUOTE SITE VISIT Will be held on March 31, 2020 at 1000 AM (Pacific) at the project location. Please RSVP with Thomas Warter before March 27, 2020 at 12:00 PM (Pacific) for his planning purposes.�If you cannot attend the pre-quote site visit on this day the USDA Forest Service still expects interested companies to visit the�project site. If your firm elects to not visit the project site this demonstrates a higher risk to the government and will�be considered during the evaluation of quotes. Firms that do not visit the project site prior to preparing its quote�are reminded of FAR 52.236-3 -- Site Investigation and Conditions Affecting the Work. This clause squarely places�performance and cost risk on the contractor in situations where the site was not inspected. CONTRACT TYPE This will be a firm-fixed-price (FFP) construction project prepared in accordance with FAR�Part 36 - Construction Contracting. INVOICE PROCESSING PLATFORM (IPP) The awardee of the contract will be required to submit payments via�the www.ipp.gov platform. Paper invoices are not acceptable.� SYSTEM FOR AWARD MANAGEMENT (SAM) Companies are reminded to please review your SAM account (www.sam.gov) to�ensure your accout is active and will remain active in calendar years 2020-2021. If your SAM account becomes�inactive you will not receive payment via the IPP website. MAGNITUDE OF CONSTRUCTION PROJECT (FAR 36.204) Between $100,000.00 and $250,000.00. BID GUARANTEE�(FAR 52.228-1) An original Bid Gurantee�is required with the initial quote submitted to the USDA Forest Service contracting officer. If the original gurantee is not received by the RFQ closing date/time,�your�quote will be considered non-responsive to this solicitation requirement and will not be considered for contract�award. PERFORMANCE AND PAYMENT BONDS (FAR Clause 52.228-15) Performance and payment bonds are required, but only after award of contract. The�bonds' premium is reimbursable under the mobilization line item 15101. PAYMENT TERMS FAR 52.232-5 Payments Under Fixed-Price Construction Contracts authorizes a monthly�progress payment that is payable within fourteen (14) calendar days after the contracting officer (CO) receives an�acceptable invoice. Cash flow is vital for your company so the CO is amiable toward two invoices a month.�Payment for materials stored on site is authorized under this clause with certain requirements to be met.
