Description
OFFICE OF THE CHIEF MANAGEMENT OFFICER (OCMO) - SYNOPSIS NOTICE This is not a request for quote/proposal. Pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Chief Management Officer (OCMO), intends to award two short-term sole source bridge contracts for Qualitative and Quantitative Assessment Support Services to the following vendors: (1) The Boston Consulting Group, Inc. , 4800 Hampden Lane, Suite 500, Bethesda, MD 20814-2938, and (2) McKinsey & Company, Inc. Washington, DC, 1200 19th, ST NW, Suite 1100, Washington, DC 20036-2412.� Currently, both vendors are performing services under task order numbers HQ003418F0331 (BCG) and HQ003418F0326 (McKinsey), and services will end on April 13, 2020. The anticipated period of performance for the bridge contracts is for a six-month base period of performance, with three one-month option periods, from April 14, 2020 to January 13, 2021. The anticipated award will be made under the authority of Federal Acquisition Regulation 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� Currently these services are going through a competitive acquisition with an anticipated award date in fiscal year 2021, and therefore, these services will provide a continue need to meet OCMO�s requirements of providing� Qualitative and Quantitative Assessment Support Services to conduct sprints of 90+ days in duration with each sprint focusing on approximately $500 million in spending. They will also provide clean sheeting, which will include the establishment of a detailed baseline for the organization, evaluate all major functions performed and requirements fulfilled by the organization, determine opportunities for each clean sheet organization, create future state blueprint for the organization, develop an initial implementation roadmap that illustrates value capture milestones, and design and deploy a balanced score board of core metrics. This notice of intent is not a request for competitive quotations. Requests for copies of a solicitation in response to this notice will NOT be honored or acknowledged.
