- The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to modify contract N6893615D0024 on an other than full and open competition basis in accordance with FAR 6.302-1 to provide additional contract ceiling to Maxon Furniture Inc. of Muscatine, IA. This modification is for Maxon to continue to provide office furniture that matches, interconnects with, and is compatible with existing furniture systems to meet the significant increase in demand for office furniture that was caused by the July 2019 earthquakes in Ridgecrest, CA. On 4-5 July 2019, the NAWCWD experienced two massive earthquakes with a magnitude of 6.4 and 7.1, which severely crippled much of the permanent facility infrastructure aboard this installation. �An Emergency Declaration was approved by the President on 8 July 2019, under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et. seq (the �Stafford Act�) for the state of California resulting from the earthquakes beginning on 4 July 2019. �� This requirement includes furniture that shall be in compliance with the ANSI/BIFMA, UL, ASTM, NFPA, EIA, and the Performance Work Statement (PWS) standards. Feature components, work surfaces, and storage units can be panel hung, freestanding or mobile allowing them to be used with panels in an open environment and allows for the same components, work surface, and storage units to be moved into private office workspaces to be used as freestanding or mobile furniture. All furniture in open areas and enclosed offices shall be from the same manufacturer (Steelcase) from within the same product series. Ancillary items shall be compatible and interchangeable for future reconfiguration purposes. Components shall align together properly in position and shall have excellent uniformity in product quality. Maxon is the only known source that possesses the capability and expertise to sustain continuity and compatibility of the furniture requirements during this critical time of re-building and maintaining current operations and support to ensure that the NAWCWD to able to continue to meet mission requirements during the current fiscal year. This notice is not a request for competitive proposals; however, any firm that believes it can provide the required supplies may submit a capability statement, which shall be considered by the agency to be received at the Contracting Office no later than 15 April 2020 at 11:59 PM Pacific Time. The firm must clearly show its ability to provide the necessary supplies without compromising the NAWCWD mission, impacting cost, quality or schedule.
