- Sources Sought for new C-37B/G550 Gulfstream Aircraft Procurement This Sources Sought notice serves as part of a market research effort by the United States Coast Guard (USCG) Office of Contracting Operations (CG-912) in support of the USCG Office of Aviation Acquisitions (CG-9311). All information received from this Sources Sought will be used for planning and market research purposes only. Responses to the Sources Sought become Government property and will not be returned. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested parties' expense. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. To the maximum extent possible, please submit non- proprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. Any submissions in response to this Sources Sought constitutes consent for that submission to be reviewed by Government personnel and USCG Contractor employees supporting CG-9311, unless the respondent clearly objects in writing to the release of this information to USCG Contractor employees supporting CG-9311 in a cover letter accompanying the respondent's submission. All Government and USCG contractor personnel reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. 1.0 - Description This is a Sources Sought as defined in FAR 15.201(e) Exchanges with industry before receipt of proposals. This Sources Sought is issued in order to identify qualified sources for upcoming new C-37B/G550 Gulfstream Aircraft Procurement efforts. In accordance with FAR 52.215-3, this Sources Sought is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Sources Sought does not commit the Government to contract for any goods or services whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are reminded that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party's expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this requirement. The applicable NAICS code for this requirement is 336411 - Aircraft Manufacturing. 2.0 - Background The Government is conducting market research to identify potential sources that possess�the production data/modification data, expertise, capabilities, personnel, and experience to provide a new C-37B/G550 Gulfstream aircraft. CG-912 is seeking information on how an interested contractor could enter into a contract to procure a new C-37B/G550 Gulfstream aircraft. Required aircraft may be delivered as new G550 jet modified to the current United States Air Force C-37B configuration. 3.0 - Questions to Industry Interested potential sources should respond by answering the following questions: 1. What is your company's capabilities and years of experience in regards to production data, modification data, expertise, capabilities, and personnel to provide new Gulfstream aircraft to include the C-37B/G550? Claims of existing capabilities must be substantiated. 2. Do you currently have a company-owned production assembly facility, production line, and production personnel to independently produce/manufacture Gulfstream aircraft to include the C-37B/G550? Where is it located? What is the capacity to produce per year? 3. What type of warranties are offered as part of a new C-37B/G550 aircraft purchase? 4. What is the timeline to provide a new C-37B/G550 aircraft to the USCG starting at contract award? 5. Do you own the technical data to configure/modify Gulfstream aircraft to include C-37B/G550? 4.0 - Instructions The following Business Unit Information must be provided in the response documentation: QUALIFICATION INFORMATION: a. Length of time in business: 5.0 - Industry Discussions Following the Government's assessment of responses to this Sources Sought, the Government may conduct discussions with Industry. 6.0 - Additional Instructions Questions regarding this announcement shall be submitted to Matthew L. Wallace in writing by e-mail at Matthew.L.Wallace@uscg.mil. Verbal questions will NOT be accepted. Questions will be answered by e-mail; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 15�days of the publication date of this Sources Sought will be answered. This Sources Sought does not constitute a Request for Proposal and is not to be construed as a request for an offer. Therefore, there will be no evaluation of responses to this notice for contract award purposes. Reimbursement will not be made for any cost associated with providing information in response to this announcement and any follow-up information requests.
