Description
N0016420GJQ82 SOLE SOURCE PROCUREMENT OF ENGINEERING SERVICES AND REPAIR FOR WIDE AREA INFRARED SURVEILLANCE WITH PERSISTENCE (WISP) PSC 5855 NAICS 334511 Issue Date: 12 March 2020 Closing Date: 26 March 2020 This announcement is being posted to the BETA.SAM page located at https://www.sam.gov. BETA.SAM is the single point of entry for posting of synopsis and solicitations to the internet. Naval Surface Warfare Center (NSWC) Crane has a requirement for program support, engineering services, field service representatives, configuration management, repairs, obsolescence management, spare parts, low value material, test and support equipment, and technical data for the WISP family of sensors, used in support of the Counter-small Unmanned Aerial Systems (C-sUAS). The anticipated award is a five (5) year Basic Ordering Agreement (BOA). The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Copious Imaging LLC, 83 Hartwell Ave., Lexington, MA, 02421, under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This procurement is being sole sourced because the Government does not possess rights in detailed manufacturing and process data adequate to allow for full and open competition. Based upon the unique system design, test and system knowledge and experience, Copious Imaging LLC is the only contractor possessing the capability to provide the required supplies/services to meet mission requirements without significant duplicative costs and time delays to the Government, which would not be recouped through a competitive contract action. Request for proposal will not be made available through https://www.sam.gov. No formal request for proposal will be issued. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Companies interested in subcontracting opportunities should contact Copious Imagining LLC located at 83 Hartwell Ave., Lexington, MA, 02421 directly. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated award date is 24 July 2020. Questions or inquiries should be directed to Mr. Reece Freeman, Code 0231, telephone 812-854-1172, email reece.freeman@navy.mil . Please reference the above announcement number when responding to this notice.
