Description

1. Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Source Justification.� This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02). 2. Nature and/or description of the action being approved. This action will award a firm fixed price purchase order to Jonathan Engineered Solutions, 410 Exchange Suite 200 Irvine CA 92602, to supply 60 pair of aluminum slides for the Precise Integrated Navigation System (PINS) build upgrade 5. 3. A description of the supplies or services required to meet the agency�s needs (including the estimated value). The following items are being procured: Item Part Number Qty Unit Price Amount___ SLIDES/TRAY Assembly Kit T1U-200-6835-KD 67 This memo does not authorize acquisition for other requirements. The estimated value of this effort is approximately $70,000. The contract action will be funded with Fiscal Year 2019 Other Procurement, Navy (OPN funds. 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. Jonathan Engineered Solutions� slides were selected by the original design activity Lockheed- Martin and as such these were the slides tested in conjunction with other equipment to meet �Grade A� as defined on MIL-STD-901D, Requirements for High Impact Machinery and Equipment. These entities own the proprietary rights for these slides. Pursuant to 10 U.S.C. 2304(c)(1), this procurement is sole source for the following reasons. Additionally, the cost involved in reverse engineering, produce and revise drawings by using other manufacturer�s slides as the slides are the same of other existing assemblies inside the rack. By using the slides from Jonathan Engineered Solutions all mechanical dimensions and tolerances associated with the assembly remain unchanged. If the Jonathan Engineered Solutions� slides are not procured the government would have to incur in an extra estimated cost of $80,000 for labor without accounting other logistic and configuration management related cost to update such documentation. In summary, the slides manufactured by JES have been designed and ruggedized to meet harsh shipboard environments. These slides are the only units that are both compatible with the system and meet the stringent U.S. Navy environmental requirements of MIL-STD-810E, the critical shock requirements of MIL-S-901D, the vibration requirements of MIL-STD-167, and the / requirements of MIL-STD-461E. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments� best interest to award on a sole source basis to Jonathan Engineering Solutions. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No additional market research was for the reasons discussed in paragraph 4 above, for any company other than Jonathan Engineered Solutions to supply the slides under this procurement. 7. Any other facts supporting the justification. None 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, Jonathan Engineered Solutions� slides passed all test for critical equipment aboard MCM�s ships and all the engineering effort as well as the engineering documentation is applicable for our current effort.
