Description
Flaming Gorge Guided Tours FY 2020 The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for Tour Guide Services at the Flaming Gorge Field Division. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13- Simplified Acquisition, as a small business set aside. The BOR intends to issue a competitive small business one-year fixed firm price solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4020Q0031 is anticipated for March 13, 2020. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. PROJECT DESCRIPTION: The contractor shall provide tour guides for interpretive tours of the Flaming Gorge Dam and Power plant that will last approximately one hour. Guided tours shall be scheduled each day as needed, in accordance to the season of the year and as circumstances demand. Guides will furnish information on statistical and historical material of the Dam, Powerplant, and Visitor Center. Guides shall be available to provide at least 7 tours per day from April 15 to April 30 and October 1 to October 15; 11 tours per day from May 1 through the Thursday before Memorial Day and from the Tuesday after Labor Day through September 30; 20 tours per day from the Friday before Memorial Day to the Tuesday after Labor Day. In addition to the minimum number of tours to be provided for each season, up to 4 additional tours per day shall be provided depending upon demand. Between tours the guides shall be available in FGVC to sign visitors up for tours, answer questions or engage in discussions about the dam and powerplant. An available roving contact shall be available in the FGVC during all open hours. Guides shall be at least 18 years of age and must be able to pass the minimal security clearance. The contractor shall provide training to the guides, but the BOR will make available Reclamation personnel with significant technical knowledge of the Flaming Gorge Dam and powerplant for the purpose of providing training. First aid and CPR certification are required. The contractor shall provide all uniforms, and their design will be approved by Reclamation. The contractor shall be prepared to start these services as soon as possible after receipt of award- by April 15, 2020. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project 713990- All Other Amusement and Recreation Industries, with a small business size standard of $8.0. The Product Service Code (PSC) is R499. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA),and Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at http://www.sam.gov, in order to be considered for a Government contract award. Prospective offerors must also be listed under the requested NAICS code 713990- All Other Amusement and Recreation Industries in the ORCA section of the SAM registry, to qualify for this procurement.
