- THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTES. THIS IS A SOURCES SOUGHT ONLY. The Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region 9 has a requirement for diving services to aid in the collection of the endangered aquatic mollusk, Physa natricina also known as the Snake River Physa snail, for scientific research on endangered snails in the Snake River associated with the 2010 Biological Opinion for the Minidoka Dam Spillway Project. The species is currently believed to be largely restricted to the river reach from Minidoka Dam downstream to Milner Reservoir, an area of about eleven (11) river miles in the Snake River from approximate river mile 663 to 674.5 (below Lake Walcott, Idaho). (See Figure 1) The Contractor shall provide a dive boat that safely holds their crew and is appropriate for the area of performance. The Contractor will furnish a 2.0-inch Venturi suction dredge (or comparable) which will be operated by the Contractor and consist of an 8-hp (or comparable), gas-powered pump, a 35-foot or greater 2-inch diameter flexible hose and a hand-held head. The Contractor shall supply all needed self-contained underwater breathing apparatus (SCUBA) equipment necessary for collecting suction dredge samples to a depth of up to 35 feet. The Contractor shall also supply the needed collection equipment for retaining benthic sediment and benthic biota (bottom-dwelling animals) of 1.5 to 10.0 millimeters in diameter. This equipment being comprised of screened buckets (�3 gallons) or similar. The applicable North American Industry Classification System (NAICS) code is 561990 with a size standard of $12 million. The work consists of diving services to collect benthic sediment samples using a Government supplied dredge operated by a SCUBA diver, while complying with 29 CFR 1910,subpart T. Reclamation intends to award one (1) firm fixed price contract. The initial period of performance (base year) shall be date of May 1, 2020 through December 31, 2020 with one (1) one-year option period from January 1, 2021 through December 31, 2021. Diving shall be performed between August 1st and September 15th of each year. As currently identified, surveys will be approximately two (2) days each during 2020 and 2021. Total number of plots collected each day will depend on site-specific conditions but shall be a minimum of 15 plots per day. Each plot consists of a 0.25m2 plot that is dredged to a depth of approximately one (1) to two (2) inches (depending upon substrate type and compaction) using the hand-held venturi dredge. Based on past experience, this typically takes one (1) minute to complete. If the substrate is solid (e.g., bedrock or boulder), a 60-second timed search will be conducted where the diver will `vacuum� the solid substrate with the dredge for a 60-second period. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A solicitation will be issued at a later date. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation.
