Due to the current COVID-19 issues the Government is postponing all face to face exchanges with industry, and demonstrations of technology at this time. Video Teleconferences and Teleconference exchanges are available during the time frames detailed below. The purpose of this amendment is to provide questions from industry, and the Government responses. Please see the attachment below. SUBJECT: Technical Demonstration Invitation for Artificial Intelligence (AI)-based decision aids system and tools for Collaborative Battlefield Networked Lethality Technologies DISCLAIMER:� THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY FOR USE BY CHIEF, REQUIREMENTS DEVELOPMENT & INTEGRATION (RD&I) BRANCH, US FUTURES COMMAND (AFC), SUSTAINMENT CDID FORT LEE, VIRGINIA.� ��THIS DOES NOT CONSTITUTE A SOLICITATION OR A COMMITMENT TO ISSUE A SOLICITATION, AND IT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY SUBMISSIONS BY RESPONDENTS TO THIS RFI ARE STRICTLY VOLUNTARY.� IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE beta SAM site, https://beta.sam.gov/. DESCRIPTION Army Contracting Command-New Jersey (ACC-NJ) on behalf of Combat Capabilities Development Command Armaments Center (CCDC AC) is seeking Artificial Intelligence-based decision aids system, architecture, algorithms, and advanced automation capability to assist in providing the next generation combat vehicle(s) with capabilities to plan, coordinate, and synchronize fires and maneuver for air-to-ground operations. The objective of the Artificial Intelligence based decision aids system is to provide soldiers with the ability to exploit available data (i.e., historical and real-time data for both friendly and enemy) using Artificial Intelligence/Machine Learning algorithms in order to optimize their ability to make efficient and faster decisions utilizing distributed approach for collaborative engagement and scalable effects.� Consequently, fire execution and lethality will improve significantly. ACC-NJ received various responses to beta.sam.gov Notice ID W15QKN-20-X-08W1 (�Artificial Intelligence based decision aids system and tools for Collaborative Battlefield Networked Lethality Technologies�) published on 20 November 2019 and has decided to offer Industry an opportunity to meet for a maximum of 2 hours between 6 � 17 April 2020 to engage in one-on-one dialogue and data exchange, and, as applicable, provide a venue for Industry to demonstrate its existing hardware/software capabilities relevant to AI-based decision aids systems. The vendor meetings will take place at either Picatinny Arsenal, NJ between 6-10 April 2020 (if no hardware/software will be demonstrated or if it can be demonstrated in the confines of a conference room) or Ft. Dix, NJ �between 13-17 April 2020 (if a range is required to demonstrate the hardware/software capability). REGISTRATION INSTRUCTIONS: All capable, and responsible sources interested in this opportunity shall provide the following UNCLASSIFIED information no later than 18 March 2020 (however PLEASE SEE BELOW for submission of Airworthiness Requests, Exception to Policy Requests, and Frequency Management Requests) to the Contract Specialists Howard Kane at howard.kane.civ@mail.mil and Antonius Gill at antonius.gill.civ@mail.mil, or the Contracting Officer David S. Gordon at david.s.gordon26.civ@mail.mil: A PowerPoint presentation not to exceed 20 slides, excluding preprinted product data sheets or marketing materials. The PowerPoint presentation shall provide an overview of your capabilities/technologies and contain sufficient information for the Government to understand:� Your experience developing decision aids (it is not required to show Machine Learning and/or Artificial Intelligence implemented in the Decision Aid solutions, but would be beneficial); Maturity Level of the baseline product(s) and how they can be modified to fit the Government�s specific problem set; The ability to reduce sensor to shooter timeline; The ability to reduce cognitive load on the end user; Overall architecture and scalability of the solution; The ability to be network agnostic; Level of proprietary Software and/ or hardware; Size, Weight, & Power; Use of Explainable Artificial Intelligence Algorithms; and Rough Order of Magnitude Estimate (ROM) for potential solution(s) If you intend to bring hardware/software to demonstrate, please provide information regarding what you desire to bring and your needs (conference room or range) to demonstrate. If part of your �Decision Aids� capability demonstration requires bringing an Unmanned Aerial Vehicle platform that you intend to demonstrate on a range, please note that proper approvals are required in advance, such as Airworthiness Request (AWR) and Exception to Policy Request (ETP).� The Government is not responsible for obtaining the required approvals; however, the Government will help facilitate the submission of �completed� documents to the Fort Dix range point of contact.� All approvals must be secured prior to 11 March 2020 in order to participate; if approvals are received after 11 March 2020, the Government cannot guarantee your participation. If part of your capability demonstration requires an active sensor that radiates, please note that proper approval is required in advance, such as a Frequency Management Request.� The Government is not responsible for obtaining the required approval(s); however, the Government will help facilitate the submission of �completed� documents to the Fort Dix range point of contact.� All approval(s) must be secured prior to 11 March 2020 in order to participate; if approvals are received after 11 March 2020, the Government cannot guarantee your participation. � ADDITIONAL INFORMATION: DO NOT SEND ANY CLASSIFIED INFORMATION. Interested vendors may provide multiple responses, one per potential solution, to this RFI. The Government will not be liable for payment of any response preparation expenses and participation in this industry day event including travel. �Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
