- Notice Type: Notice of Intent to Sole Source� Agency/Office: Public Buildings Services (PBS) Classification Code: J099 -- MAINT/REPAIR/REBUILD OF EQUIPMENT- MISCELLANEOUS NAICS Code: 561621 -- Security Systems Services NOTICE OF INTENT TO SOLE SOURCE Security Camera System Corrective Maintenance Services located at the Heating Operations & Transmission Division (HOTD) to ECCN Inc. The contractor shall perform preventive and corrective maintenance services to the existing surveillance security system at the HOTD, Central Heating and Refrigeration Plant located at 325 13th Street, SW Washington DC. This procurement shall be made under the North American Industrial Classification Systems (NAICS) Code: 561621 � Security Systems Services with a size standard of $22 million. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP). This is a notice of intent to award a sole-source award to ECCN Inc., according to the Federal Acquisition Regulation 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� PROJECT SUMMARY / BACKGROUND: The General Services Administration (GSA), Central Heating & Refrigeration Plant (CHRP), Heating Operation and Transmission Division (HOTD), requires preventive and corrective maintenance services to the existing surveillance security system for the Central Heating Plant in accordance with the Department of Homeland Security�s recommendations to improve and maintain external and internal surveillance for the level 5 security facility. GSA intends to enter a firm-fixed-price purchase order with ECCN Inc., a certified service provider. The General Services Administration (GSA), Heating Operation and Transmission Division (HOTD), supplies steam to about 84 Government buildings and chilled water to buildings in three agencies, namely Department of Energy (DOE), Department of Agriculture (DOA), Smithsonian Institute (SI). The HOTD mission is to provide a reliable, cost effective and environmentally compatible supply of steam and chilled water to customers throughout the nation�s capital. These services are a critical part of the customers� daily operation. In order to guarantee that these customers receive steam and chilled water services without interruption, HOTD must continually maintain the plant�s critical systems. BRIEF DESCRIPTION OF THE SCOPE OF WORK: This Intent to Sole Source Notice is being issued by the General Services Administration (GSA), National Capital Region, to perform preventive and corrective maintenance services to the exiting surveillance security system for the Central Heating & Refrigeration Plant � Heating Operations & Transmission Division (HOTD). The place of performance is Central Heating & Refrigeration Plant - Heating Operations & Transmission Division (HOTD), located at 13th & C Street, SW, Washington, DC 20407. HOTD is a level 5 security building and HOTD�s Axis Camera System required is an integral part of the plant�s safety and security system. In order to monitor and protect motor control centers, transformers and other sensitive plant equipment systems, this security system is very critical. This system requires maintenance services by the contractor that installed the system previously for continuity of services. This is necessary to prevent inaccuracies, failures and to assure the critical equipment operation with respect to software, racks, servers, operations and recordings. This will also prolong life span and enhance security, safety, and system reliability. ADDITIONAL INFORMATION: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to proposal submission. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a capability statement which shall be considered by the agency if received by the Point of Contact (POC) listed below no later than 2:00 P.M. (ET) on March 27, 2020. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government Contracting Officer.
